The Board of Trustees of Southern Illinois University hereby requests letters of interest from architects and engineers to provide professional services for the following University project:

Project Name: Automatic Sprinkler System Installation, High-Rise Dormitories
Project Budget: $3,500,000

Description of Project
Effective January 1, 2002, the Illinois State Fire Marshall's Office adopted the 2000 Fire Protection Association's Life Safety Code replacing the 1985 edition of the NFPA 101. Under the 1985 edition, the University was not required to place sprinkler systems in existing high-rise dormitories. The 2000 edition mandates that all existing high-rise dormitories consisting of four or more stories, be protected throughout by an approved, supervised, automatic sprinkler system.

University Housing is ready to proceed with a three-phase project to install the required automatic sprinkler systems in the three high-rise dormitories in the East Campus area. Each building consists of 17 floors and a basement. There are 16 floors of living space with 25 rooms per floor, or 400 rooms per building. Phase I would initiate the design of the sprinkler system for Schneider Hall in FY 2005 and installation in FY 2006. Phase II would call for the design for Mae Smith's system in FY 2006 and installation in FY 2007. Neely Hall would be the final phase with design in FY 2007 and installation in FY 2007 and FY 2008.

Only those firms, which meet the following qualifications, will be considered for selection:

  • Licensed to practice as an architect/engineer in the State of Illinois
  • Prequalified with the State of Illinois Capital Development Board (CDB)
The following project-related criteria will be used to evaluate the Consulting firms requesting consideration for selection:
  • Prior firm experience with similar projects
  • Appropriate staff size and disciplines
  • Prior performance of firm and its consultants with completed projects at Southern Illinois University and with other State Higher Educational Institutions
Consulting firms should submit seven copies of their letter of interest, documentation of qualifications, and current CDB Form 255 by 3:30 p.m. May 5, 2004 addressed to:
