The University Student Center is seeking Proposals from qualified firms (âProposersâ) to provide a food service concept in the Student Center for the period beginning August 1, 2015, or the soonest date possible, and continuing through July 31, 2019 with the possibility of 3 two-year renewals based on satisfactory performance, continuing need and availability of funds. In no event will the total term of the contract, including the initial term, any renewal terms and any extensions, exceed 10 years.
A vendor conference consisting of a question and answer session and facility tour will be held in the Student Center on the Carbondale campus at 10:00 AM on January 14, 2015. ATTENDANCE IS HIGHLY RECOMMENDED. This conference will be held in the Vermillion Room on the second floor of the Student Center. All questions asked during the conference will be answered in writing and posted to the Illinois Public Higher Education Procurement Bulletin.
The Technical Proposal and Pricing Proposal should be furnished in one original and seven copies, and one CD or jump drive.
Registration for conducting business with the State of Illinois:
(30 ILCS 500/20-43) Sec. 20-43. Bidder or offeror authorized to do business in Illinois. In addition to meeting any other requirement of law or rule, a person (other than an individual acting as a sole proprietor) may qualify as a bidder or offeror under this Code only if the person is a legal entity authorized to do business in Illinois prior to submitting the bid, offer, or proposal. Do not confuse this requirement with the Board of Elections certification.

Failure to be in compliance at the time of bid opening will result in your bid being considered non-responsive.
If you do $50,000 worth of business annually with the State of Illinois, including the state universities, you are required to register with the State Board of Elections and obtain from them a certificate confirming your registration. Responses to Invitations to Bid, Requests for Proposals, Requests for Information, and all other types of procurement solicitations are included in the calculation of this $50,000 annual amount, whether you receive a resulting award or not. If you do less than $50,000 worth of business annually, you may be exempt from the registration requirement.
