Project Description
The Board of Trustees of Southern Illinois University hereby requests letters of interest from Architects/Engineers to provide professional services. The Student Center at Southern Illinois University is seeking qualified team of architectural and planning firms to provide professional design and planning services for a master plan that will create a long-term vision to support future facility, program, and service growth. This project will be administered by Southern Illinois University Carbondale.

The Student Center in support of the educational mission of Southern Illinois University (SIU) provides programs, services and facilities supporting students co-curricular experience while enriching the campus life experience. SIU is a substantial and multifaceted organization with a focus on student achievement and development in a complex and changing society. SIU is looking for a corporate partner to work with to manifest and enhance these characteristics throughout the Student Center.
The Student Center is a vibrant place providing the students with a variety of food service, the University Bookstore, an assortment of meeting spaces and multiple programs and services to meet the needs of an ever-changing student population. There will be an optional pre-submission conference scheduled for this QBS on July 6, 2022 at 10:00am. This will be a Zoom meeting. Zoom meeting information is listed in the attached documentation. It is HIGHLY RECOMMENDED that you attend the pre-submission conference.
NOTE: You must submit either Form A or Form B in your response. You must submit the Utilization plan with your response. You must be registered with the Illinois State Board of Elections prior to the QBS opening date. Failure to register with the ISBE by bid opening date and failure to submit Form A or Form B and the Utilization plan will result in your QBS being considered as not responsive.

Only those firms which meet the following qualifications will be considered:
  • Submitted 6 copies of their qualifications.
  • Licensed to practice as an architect, landscape architect, or engineer in the State of Illinois.
  • Pre-qualified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilize an AutoCAD compatible system to provide documents.
  • There is a 30 percent BEP goal for this procurement. See solicitation documentation for details.
  • There is a 3 percent Small business goal for this procurement. Any vendor bidding as small business must be qualified State of Illinois registered small business.
  • The contract(s) for this solicitation could exceed $50,000 annually.
Selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).

This transaction is subject to the State Board of Elections registration and certification requirements of Public Act 095-0971.
