The University awarded a contract for Seahorse XFe24 analyzer to Agilent Technologies, Santa Clara, CA, for an estimated $125,192.96.
A Seahorse XFe24 Analyzer (64-bit) measures oxygen consumption rate and proton efflux rate of live cells in a 24-well format and measures the rate of oxygen consumption from extracellular medium via fiber optic sensors. The device has to accommodate 24 well plates with sufficient surface area for culturing cells, organoids, tumor pieces, etc. Only the XFe24 can accommodate 24 well plates. It measures extra-cellular acidification in the extracellular medium via fiber optic sensors. The unique capability of 1)measuring both oxygen consumption and extracellular acidification simulataneously in the same well 2)accommodates larger size tissue culture dish, the 24 well plate which provides adequate surface area for measuring multi-cellular, complex tissues, providing a real-time analysis of metabolic flux in tissues, which no other platform allows.
The University has a need for a Seahorse analyzer. This is needed because this is the only type of instrument available that measures extra cellular flux. The University, on information and belief, has concluded that only one vendor can meet its need or can meet the need economically. That vendor is Agilent Technologies. The University has provided detail justification to support its conclusion as shown on the attached Sole Source Justification form. Although the University has presented this as a sole source procurement, we are seeking competitive information from firms with the capability of meeting the University's need (even if performed in a manner different from what has been presented) to contact us and provide sufficient information to show the need can be met. If we receive that information, the Chief Procurement Officer will offer a public hearing to consider the matter. Hearing information is described below.
The University has determined that this purchase is only economically available from this source because the items are required for research and no other source is able to meet the researcher's documented needs. This is the only type of instrument available that measures extra cellular flux.
