Project Description
Contractor to furnish all material, labor and equipment for the specified surface preparation and painting of the Student Recreation Center on the campus of Southern Illinois University, Carbondale, Illinois. The work shall be done in accordance with the plans and specifications entitled "Student Recreation Center: Exterior Painting" dated March 22, 2019.

SIU Carbondale Project Labor Agreement, General Conditions, and current Jackson County, Illinois prevailing wage shall all apply to this project.

Project Scope:

This project consists of preparation and painting of exterior surfaces that include but are not limited to the following: the barrel vault roof and connected metal siding; structural steel, structural steel tubing and truss connections; fluted metal siding; exterior steel grated stairs, hand and guard rails; metal gutters, scuppers, and downspouts; metal window mullions and door frames; exterior doors, etc. Areas that shall not be painted: Cast-in-place concrete, precast concrete panels, signage/raised letters, light fixtures, glass, non-painted surfaces, and the Student Health Center. All work to be completed as shown in the drawings and specified herein.
Pre-Bid Conference:

A highly recommended pre-bid conference is scheduled for this project at the Plant and Service Operations break room on the Southern Illinois University Carbondale campus on April 23, 2019 at 10:00a.m. Attendance at this pre-bid conference is strongly encouraged. The Physical Plant Break Room is located at 210 Physical Plant Drive, Carbondale, IL.

Project Completion:

Contractor shall start work within 10 days of Notice to Proceed (NTP) anticipated in June 2019. Contractor shall have access to project site no earlier than June 2019. All work associated with this contract must be completed within 100 days from Notice to Proceed. The contractor will be responsible for providing all labor and equipment necessary to meet this schedule. See Section 01 11 00, 1. d for a more complete schedule.
The University encourages MAFBE, SDVOSB and VOSB to compete for and participate in University contracts. The goals can be met by means of contracts let directly to CMS certified MAFBE, SDVOSB and VOSB business firms by University or indirectly by Proposer's ordering goods or services from minority, female and disabled firms when suppliers or subcontractors are needed to fulfill the Contract. See Business Enterprise Program (BEP) and Veteran Goal Information located within the front-end bid documents for specific information pertaining to bid response requirements.
Registration for conducting business in the State of Illinois (30 ILCS 500/20-43) Sec. 20-43: Bidder or offeror authorized to do business in Illinois. In addition to meeting any other requirement of law or rule, a person (other than an individual acting as a sole proprietor) may qualify as a bidder or offeror under this Code only if the person is a legal entity authorized to do business in Illinois prior to submitting the bid, offer, or proposal. The legal entity must be authorized to transact business or conduct affairs in Illinois prior to execution of the contract. Do not confuse this requirement with the Board of Elections certification. Board of Elections: Public Act 095-0971 - If you do $50,000 worth of business annually with the State of Illinois, including the state universities, you are required to register with the State Board of Elections and obtain from them a certificate confirming your registration. If it is discovered that the vendor is non-compliant, but made a good faith effort to comply with registration efforts prior to the date the bid or offer is due, a chief procurement officer may provide the bidder 5 business days to achieve compliance. A chief procurement officer may extend the time to prove compliance by as long as necessary in the event that there is a failure within the State Board of Elections?s registration system. Responses to Invitations to Bid, Requests for Proposals, Requests for Information, and all other types of procurement solicitations are included in the calculation of this $50,000 annual amount, whether you receive a resulting award or not. If you do less than $50,000 worth of business annually, you may be exempt from the registration requirement.
