Southern Illinois University Carbondale wishes to have a consulting firm calculate the University F&A, prepare the University''s F&A rate proposal, develop a negotiation strategy, negotiate the F&A rate, and defend the F&A rate calculation. Also to provide the proposal to be submitted to DHHS and provide software for calculation of F&A rates and preparation of future F&A proposals, and to include training in the use of this software.
