Project Description
The Board of Trustees of Southern Illinois University governing Southern Illinois University Edwardsville (SIUE) and the School of Dental Medicine, Alton, hereby request letters of interest and statement of qualifications from architectural lead teams for providing a conceptual design for a new LEED Silver Certified 450 seat capacity Auditorium. The design shall include a site analysis for various locations, on and off Campus. A Preliminary Scope of Work is included as one of the attachments to this posting. The final Scope of Work shall be fully developed by the selected A/E team.

The following related criteria will be among those used to evaluate the firms and/or teams requesting consideration for selection: location of firm, prior experience with similar projects, staff size appropriate to the scope, related State experience, team structure, current workload, BEP status and history of accurate cost information. The A/E team should include all disciplines that would be required to carry the project from concept phase to Construction Documents if and when funding becomes available.
Proposals should include a complete description of history, size and capabilities of submitting firm and a list of projects that demonstrate the firm's level of experience. For each project, indicate a knowledgeable reference (name, address, telephone number, and e-mail address). Although this QBS will focus on the preliminary design, the A/E team should be complete enough to go on to the Construction Document phase, if and when, full project funding is available.
Design team must be LEED certified and provide certification of such. Although this is not a CDB project, interested firms should submit a team that is able to provide architecture and engineering services and be prequalified with the Illinois Capital Development Board. As part of the submission, each team member must include a copy of the CDB Pre-qualification Certificate and a copy of their CDB 255 form. Attachments to the 255 form are allowed. Faxed or electronic submittals will not be accepted.
Interested firms need to submit only one copy of the attached forms (Financial Disclosure and Conflicts of Interest, Contract Certification, DHR Form, Insurance Checklist, Authority to Do Business in Illinois, State Board of Elections, etc.) and/or (Form A or Form B). A CD or some form of electronic format containing all of the information, including the forms, should be submitted in addition to the number of hard copies listed below. The electronic format is a requirement.
There are no formal bid documents, RFP documents, specifications, drawings, etc. available for this project. The information provided in this posting is the only information that is available.
Proposals may be sent via common courier to SIUE, 99 Supporting Services Road, ##2 Loading Dock, Edwardsville, IL 62026-1012, Attn: Teresa Shipton, QBS 2352, due February 3, 2021, 3:00 p.m. The QBS posting number and due date must be clearly marked on the outside of the shipping package.
To avoid disqualification, there should be no communication regarding the scope of this project with University staff, faculty, or students other than through Teresa Shipton at Do not contact Roberto Canessa, Campus Architect or any other staff member of SIUE. The submittals will not be opened publicly. However, the names of the companies responding to this posting will be read publicly at 3:01 p.m. on February 3, 2021, in the Supporting Services Bldg. lobby. All parties interested in this information must be in attendance at this place and time. Due to the distancing directive, SIU requests that only one person from each company be present. No information will be released after February 3, 2021, 3:01 p.m. until the awardee is posted on the Bulletin website.

Only those firms which meet the following qualifications will be considered:
  • Submitted 3 copies of their qualifications.
  • Licensed to practice as an architect, landscape architect, or engineer in the State of Illinois.
  • Pre-qualified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilize an AutoCAD compatible system to provide documents.
  • There is a 20 percent BEP goal for this procurement. See solicitation documentation for details.
  • There is a 3 percent Veteran-owned business goal for this procurement. See solicitation documentation for details.
  • The contract(s) for this solicitation could exceed $50,000 annually.
Selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).
