Project Description
The Board of Trustees of Southern Illinois University governing Southern Illinois University Edwardsville (SIUE) hereby requests letters of interest and statement of qualification from architectural lead teams in providing third party consulting services for the development of facilities focused on Applied Health, Physical Education and a Basketball training court on the Edwardsville campus. The design team will include an A/E firm experienced in working with Athletic and Health Science facilities. The selected firm shall provide Program Analysis for Phase 1 & Phase 2 of a two-phase project, including Probable Construction Cost. The selected firm shall also provide Schematic Design (SD) with Preliminary Design drawings and Renderings for Phase 1 of the two-phase project, including Probable Construction Cost. The project shall be designed to LEED Silver requirements.

The basic Phase 1 design elements include an approximately 17,000 S.F. expansion of the Applied Health (AH) Physical Therapy (PT) academic program with a Physical Therapy/Athletic Training (PT/AT) Clinic, an AH Nutrition Food Production Kitchen/Cafe and it will include an approximately 13,000 S.F. expansion of a Basketball/Volleyball court and an approximately 6,000 S.F. renovation of the existing Applied Health areas.
The basic Phase 2 program analysis elements include an approximately 11,400S.F. expansion of the Basketball Locker/Team Rooms and Coaching Offices and an approximately 18,500 S.F. renovation areas for Applied Health.
The University reserves the right to request and negotiate supplemental work with the selected firm, beyond the initial Scope of Work, which would include Construction Documents, Bidding and Construction Administration for Phase 1 and could as well include the execution of phase 2 development work, depending on project funding.
The following related criteria will be among those used to evaluate the firms and/or teams requesting consideration for selection: location of firm, prior experience with similar projects, staff size appropriate to the scope, related State experience, team structure, current workload, BEP status and history of accurate cost information. Proposals should include a complete description of history, size and capabilities of submitting firm and a list of projects that demonstrate the firm's level of experience. For each project, indicate a knowledgeable reference (name, address, telephone number, and e-mail address).
Design team must be LEED certified and provide certification of such. Although this is not a CDB project, interested firms should submit a team that is able to provide architecture and engineering services and be prequalified with the Illinois Capital Development Board. As part of the submission, each team member must include a copy of the CDB Pre-qualification Certificate and a copy of their CDB 255 form. Attachments to the 255 form are allowed. Faxed or electronic submittals will not be accepted.
Interested firms need to submit only one copy of the attached forms (Financial Disclosure and Conflicts of Interest, Contract Certification, DHR Form, Insurance Checklist, Authority to Do Business in Illinois, State Board of Elections, etc.) and/or (Form A or Form B). A CD or some form of electronic format containing all of the information, including the forms, should be submitted in addition to the number of hard copies listed below. The electronic format is a requirement.
There are no formal bid documents, RFP documents, specifications, drawings, etc. available for this project. The information provided in this posting is the only information that is available.

The submittals will not be opened publicly. However, the names of the companies responding to this posting will be read publicly at 3:01 p.m. on August 26, 2021, in the Supporting Services Bldg. lobby. All parties interested in this information must be in attendance at this place and time. No information will be released after August 26, 2021, 3:01 p.m. until the awardee is posted on the Bulletin website.

Only those firms which meet the following qualifications will be considered:
- Submitted 4 copies of their qualifications.
- Licensed to practice as an architect, landscape architect, or engineer in the State of Illinois.
- Pre-qualified with the State of Illinois Capital Development Board.
- Registered and authorized to do business in the State of Illinois.
- Utilize an AutoCAD compatible system to provide documents.
- There is a 20 percent BEP goal for this procurement. See solicitation documentation for details.
- There is a 3 percent Veteran-owned business goal for this procurement. See solicitation documentation for details.
- The contract(s) for this solicitation could exceed $50,000 annually.
Selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).
