The University awarded a contract for Fountain, Canned, & Bottled Soda Vending Rights to Bottling Group, LLC dba PepsiCo, St. Louis, MO, for an estimated $176,625.
Southern Illinois University Edwardsville (SIUE) requires a vendor to provide fountain beverages, resale of bottled and canned beverages, including sale of bottled water, and marketing and promotional support to SIUE main campus, University Park, East St. Louis Campus and SIU School of Dental Medicine for FY22 only. The decision is to enter into a one-year contract with PepsiCo, ending on June 30, 2022.
PepsiCo has been the exclusive beverage provider on all SIUE campuses for the last 10 years and exclusively owns all equipment on all SIUE campuses. The University has determined that this purchase is the most economically feasible at this time because of steeply declining sales due to COVID-19. It would be costly for a new beverage provider to install new equipment across all SIUE campuses and, with the absence of campus population due to COVID-19, the University, on information and belief, feels that requiring a competitive bid at this time would be disadvantageous to the University and to vendors seeking a long-term contract. The University has provided detailed justification to support its conclusion, as shown on the attached Sole Economically Feasible Source Form.
The University has determined that this purchase is only economically available from this source because the item is to be procured for commercial resale.
