The University is seeking oversight and management of traditional media planning and placement for TV, radio, print, outdoor and sponsorship opportunities, as well as media consultation for SIUE Athletics and WSIE, the campus radio station. The agency will provide strategic counsel in media planning by analyzing ratings and demographic data for various media and maximizing exposure for the University with desired audiences. The agency must have a proven ability to negotiate competitive media rates and deliver value added opportunities. Specific areas of focus for the media plan include increasing student enrollment, increasing awareness of the University among key market segments, increasing exposure of SIUE NCAA Division I athletics and increasing ticket sales. Accomplishing these goals will require a comprehensive traditional media plan as well as a carefully negotiated contract to produce and televise SIUE athletics, specifically men?s basketball games. The primary market is the St. Louis DMA. The University?s media strategy benefits from partnerships in St. Louis to maintain a strong position despite growing competition and a modest budget. The University is seeking a vendor with extensive connections in the St. Louis market, who can identify emerging opportunities and develop creative and effective media plans to differentiate SIUE from competitors. At minimum, the vendor will be able to work closely with Fox Sports Midwest and Live Nation in the St. Louis metropolitan area. Additional markets and areas of focus will vary based on University priorities in response to environmental factors and strategic plans. Target audiences for advertising campaigns are anticipated to be teens and parents as well as sports fans. The chosen vendor must demonstrate success in multiple media markets for higher education clients as well as other commercial and non-profit clients. In addition to media planning, the chosen vendor will provide consultation for WSIE. SIUE requires assistance in programming the station to successfully monetize it and to assess the market value of WSIE?s license and facilities. The agency will provide detailed plans, tracking and reports on the budget throughout the year as media is placed. The agency will provide concise monthly billing statements and help ensure the University stays within the specified budget.

Illinois Department of Human Rights (IDHR) eligibility number is required on all proposals, if applicable. There is a BEP goal for this procurement. See solicitation documentation for details. The contract(s) for this solicitation could exceed $50,000 annually.
