Southern Illinois University Edwardsville (SIUE) is seeking proposals for a Prior Learning Assessment (PLA) Contractor for a Round 4 U.S. Department of Labor Trade Adjustment Assistance Community College and Career Training (TAACCCT) grant for the ?Building Illinois Bioeconomy? (BIB) consortium, which consists of four community colleges and one public University across the state of Illinois. As the lead institution in the BIB consortium, SIUE will be soliciting and evaluating proposals from qualified Prior Learning Assistance (PLA) specialists to work towards planning and implementing PLA policies and practices within the BIB consortium, aimed at helping students advance towards degrees more quickly, for a grant performance period ending March 31, 2018. Specifically, BIB is seeking a Prior Learning Assistance contractor to ensure the following: ?1) mapping, within each member institution of the consortium and across the consortium, the stakeholders and processes that need to be involved in Prior Learning Assessment; ?2) training, within each member institution of the consortium and across the consortium, administrators and faculty to become able to understand and apply the standards associated with legitimate PLA programs and to identify and utilize the elements of sound PLA practice; ?3) providing, for each member institution of the consortium and across the consortium, consulting and capacity building needed for aligning all BIB programs with PLA requirements, including: introduction of PLA options such as student portfolios and examination methods; creation of templates that capture common creditable experiences; streamlining of policies and communication to allow for integration of PLA across the BIB consortium curriculum, increased collaboration between education and workforce representatives, and successful marketing of programs to adult students. In pursuing these activities, the PLA specialists will ensure that training and vocational education programs developed as part of the TAACCCT grant meet the specific needs of TAA workers, veterans, and other underprivileged populations.

Vendor may expect payment thirty to sixty days after receipt of invoice, unless otherwise stated in the bid documents. This procurement may be contingent on Board of Trustees approval. Illinois Department of Human Rights (IDHR) eligibility number is required on all proposals, if applicable. There is no BEP goal for this procurement. The contract(s) for this solicitation could exceed $50,000 annually.

This transaction is subject to the State Board of Elections registration and certification requirements of Public Act 095-0971.
