The Board of Trustees of the Southern Illinois University governing Southern Illinois University Edwardsville hereby requests sealed bids to furnish all labor, equipment, tools and materials to furnish and install new luxury vinyl tile and plank flooring and sheet underlayment over existing vinyl composite tile and concrete flooring substrates, the removal of existing carpeting and installation of new carpet at stairs, and installation of new vinyl wall base suitable for installation over existing vinyl wall base at the Cougar Village 400 series apartment units. There are 31 total units comprised of four apartments in each unit. Bids will be received from 2016 SIUE prequalified General Contractors and/or SIUE prequalified Flooring Contractors.
Scope of work under the general contract scope includes: Installation of new luxury vinyl tile and plank flooring and sheet underlayment over existing vinyl composite tile and concrete flooring substrates, as well as, installation of new vinyl wall base suitable for installation over existing vinyl wall base at the cougar village apartment buildings; 401 through 420, 430 and 431, with the exception of unit 431-2B and the second floor apartments in 416. This scope of work includes eighteen (18) type "A" two bedroom apartment buildings and four (4) type "B" three bedroom apartment buildings as defined in the project drawings. At the type "A" buildings, only 143 of the 144 total apartment units are included in this scope. At the type "B" buildings, only 28 of the 32 total apartment units are included in this scope. This work scope includes all corridors, stairs and common areas within buildings 401 through 420, 430 and 431, with the exception of the hallway and storage closets in the second floor common areas of building 416. In building 416, the scope of work only includes the first floor and stairs.
If SIUE is closed due to inclement weather on the pre-bid and/or bid opening dates, the pre-bid meeting and/or bid will be due the first day SIUE is open at the same time as referenced in the bid documents. In the event of extreme weather or emergency conditions, information is found on the following radio stations: KMOX (AM 1120); WSIE (FM 88.7); WBGZ (AM 1570); WSMI (AM 1540); WGEL (FM 101.7). Additionally, three (3) television stations will provide information relevant to University operations and programs: KTVI-Channel 2; KMOV-Channel 4; and KSDK-Channel 5. Notices will be posted on the University website at http://www.siue.edu.
A mandatory pre-bid conference, for all those interested in bidding the project, will be held on December 7, 2016 at 10:00 a.m. in the Supporting Services Building. Representatives of the University and AAIC will be present to answer questions regarding the project and bidding procedures. All prospective bidders are required to attend. All representatives must be in the conference room of the Supporting Services by 10:10 and must stay for the entire meeting and site visit. All contractors are required to sign in and sign out after site visit. If contractor is late or leaves before the completion of the meeting or site visit, the contractor will not be considered attending the pre-bid conference. This will be the only site visit. Subcontractors and suppliers that need to view the site are encouraged to attend.

Answers to all questions will be addressed in the form of an addendum and will be posted on the Illinois Higher Education Procurement Bulletin website, www.procure.stateuniv.state.il.us. Questions should not be addressed to any other SIUE or an AAIC representative. If contact of any kind occurs with any other representative, this will be grounds for disqualification.
Bidders who have not completed and returned their prequalification statement which is valid for the period January 1, 2016 through December 31, 2016, will be required to prequalify in accordance with the bidding contract provision - Document PQ00250 Prequalification Documents. Firms may verify their prequalification status by contacting Shelly at (618) 650-3265. The prequalification document will be due at the SIUE Purchasing Office a minimum of three days prior to the bid opening. Bids will not be accepted from Contractors who have not submitted and received approval of the SIUE Prequalification Statement. The 2016 SIUE Prequalification Documents may be downloaded on the Bulletin under RFI 2016SIUEPrequal.
In addition to completing SIUE's prequalification statement, all bidders may qualify to submit bids to state universities of Illinois only if they are a legal entity authorized to do business in Illinois prior to submitting the bid. All first-tier subcontractors also meet this requirement. This applies to both in-state and out-of-state firms. Failure to provide the Certificate of Good Standing (or other qualifications as noted in the form included with this document) with your bid will result in your bid being considered as non-responsive.
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority which are applicable to the work or to the project. The successful bidder shall pay current prevailing wage rates as posted on the Illinois Department of Labor's website and shall utilize equal employment opportunity hiring practices in connection with this project. The University reserves the right to reject any and all bids.
