Project Description
The Board of Trustees of the Southern Illinois University governing Southern Illinois University Edwardsville hereby requests sealed bids to furnish all labor, equipment, tools and materials for renovation of the second floor of the Administration Building at the School of Dental Medicine located on the Alton campus of Southern Illinois University Edwardsville. Bids will be received from SIUE 2017 prequalified General Contractors.

Scope of work includes selective demolition of existing suspended acoustical ceilings, light weight concrete floor topping, carpeting, stair treads, vinyl and wood base, and deteriorated cement plaster. New construction shall include cleaning the space for new finishes, new wood stud and gyp board partitions, new door frames, reinstallation of existing doors and hardware, new plaster wall repairs, plywood sub-floor, hydraulic cement under layment, painting of walls, door and window frames, base and trim, new suspended acoustical ceilings, new rubber stair treads and tactile warning tiles at landings.
Mechanical work includes reworking distribution ducts and diffusers for the new ceilings and the electrical work includes new LED light fixtures and controls to meet current codes and reconnection of power receptacles and switches for the new partitions.
A mandatory pre-bid conference for all those interested in bidding the project, will be held on January 5, 2017 at 10:00 a.m. at the School of Dental Medicine in the 1st floor conference room (Alumni Room), Administration Bldg., 2800 College Avenue, Alton, IL. Representatives of the University, AAIC, and BRiC Partnership will be present to answer questions regarding the project and bidding procedures. All prospective bidders are required to attend. All representatives must be in the conference room of the Supporting Services by 10:10 and must stay for the entire meeting and site visit. All contractors are required to sign in and sign out after site visit. If contractor is late or leaves before the completion of the meeting or site visit, the contractor will not be considered attending the pre-bid conference. This will be the only site visit. Subcontractors and suppliers that need to view the site are encouraged to attend.
If SIUE is closed due to inclement weather on the pre-bid and/or bid opening dates, the pre-bid meeting and/or bid will be due the first day SIUE is open at the same time as referenced in the bid documents.
Bidders who have not completed and returned their prequalification statement which is valid for the period January 1, 2017 through December 31, 2017, will be required to prequalify in accordance with the bidding contract provision - SIUE Prequalification Documents. Firms may verify their prequalification status by contacting Shelly at malbert@siue.edu. The prequalification document will be due at the SIUE Purchasing Office a minimum of three days prior to the bid opening. Bids will not be accepted from Contractors who have not submitted and received approval of the SIUE Prequalification Statement. The 2017 SIUE Prequalification Documents may be downloaded on the Bulletin under RFI 2017SIUEPrequal.

Answers to all questions will be addressed in the form of an addendum and will be posted on the Illinois Higher Education Procurement Bulletin website, www.procure.stateuniv.state.il.us. Questions should not be addressed to any other SIUE, AAIC or BRiC Partnership representative. If contact of any kind occurs with any other representative, this will be grounds for disqualification.
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority which are applicable to the work or to the project. The successful bidder shall pay current prevailing wage rates as posted on the Illinois Department of Labor?s website and shall utilize equal employment opportunity hiring practices in connection with this project. The University reserves the right to reject any and all bids.
