Project Description
The Board of Trustees of Southern Illinois University governing Southern Illinois University Edwardsville (SIUE) hereby requests letters of interest and statement of qualifications from architectural lead teams interested in providing third-party consulting services for an academically focused visual and performance arts center on the Edwardsville campus.

The design team will include an A/E firm teaming up with a theater and lighting Consultant to develop a Scope of Work, including programming, architecture and interior design services only, as required to provide Conceptual Design and a project budget estimate. The building location will be according to the University Master Plan and shall meet LEED Silver requirements. The basic design elements include a 600 seat theater and dance auditorium, a 400 seat concert hall, a visual arts gallery and common shared areas and services, such as entry lobby, concessions area, coat room and restrooms and other facilities as required. Supplemental work beyond the initial scope of work will take place in the distant future when funding is identified. The project will be submitted for funding to the State of Illinois through the Capital RAMP process and, when funded, administered by the Capital Development Board. Donated funds will also be utilized for this project.
The following related criteria will be among those used to evaluate the firms and/or teams requesting consideration for selection: location of firm, prior experience with similar projects, staff size appropriate to the scope, related State experience, team structure, current workload, BEP status, and history of accurate cost information. Proposals should include a complete description of the history, size and capabilities of the submitting firm and a list of projects which demonstrate the firm's level of experience. For each project indicate a knowledgeable reference (name, address and telephone number). As a part of the submission, each team member must include a copy of their CDB Pre-qualification Certificate and a copy of their CDB 255 Form. Faxed or electronic submittals will not be accepted.

There are no formal bids documents, RFP documents, specifications, drawings, etc. available for this project. The information provided in this posting is the only information that is available.
The submittals will not be opened publicly. However, the names of the companies responding to this posting will be read publicly at 2:01 p.m. on July 27, 2017, in the Supporting Services Bldg. lobby. All parties interested in this information must be in attendance at this place and time. No information will be released after July 27, 2017, 2:01 p.m. until the awardee is posted on the Bulletin website.
Interested firms need to submit only once copy of the attached forms (Financial Disclosure and Conflicts of Interest, Contract Certification, DHR Form, Insurance Checklist, Authority To Do Business in Illinois, State Board of Elections) and (Form A or Form B). It is preferred that a CD or an electronic form containing all of the information submitted, including the above-referenced forms, be submitted in addition to the hard copies listed below. The electronic format is not a requirement.

  • Submitted 6 copies of their qualifications.
  • Licensed to practice as an architect, landscape architect, or engineer in the State of Illinois.
  • Pre-qualified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilize an AutoCAD compatible system to provide documents.
  • There is a BEP goal for this procurement. See solicitation documentation for details.
  • The contract(s) for this solicitation could exceed $50,000 annually.
Selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).

This transaction is subject to the State Board of Elections registration and certification requirements of Public Act 095-0971.
