Comments:
After interviewing three firms, the recommended awardee demonstrated their ability to meet the review criteria better than any other proposal submitted. In addition, Paulien's proposal, coupled with that of their consultant, demonstrated the most balanced submission for all three phases of work, and their project experience proved to be nearly identical to that of SIUE's proposed project.
The University award process may be delayed up to thirty days as this award goes through a state approval process.

for facilities master plan (Bid # 8483).Southern Illinois University is requesting proposals for a consultant to work with University staff to prepare a Facilities Master Plan for its Edwardsville Campus. The goal of the planning exercise is to determine: where the University is relative to its space needs, how the present resources are being utilized, what space needs are not being met, where resources are being underutilized, and what options are available to meet the current and foreseeable space needs of the University.

The proposal should include a statement of interest and qualifications of the proposer and should address at least the following points:

I. BRIEF description of the company - One page maximum.

II. Description of similar projects done for other clients. Of specific interest are similar studies done for other public higher education clients of similar size. Include information on the scope of the project, what the institution was looking for, what the study accomplished, a summary of what has been done with the study since its completion, and reference contact information from the institution.

III. Who would be assigned to this project? Include how the team would be structured, who would be the key people for each phase, and what total staff would be assigned at each phase? Identify any consultants or partnerships for the project, their role and key people. If consultants or subconsultants will be used on the project please note the legal requirements outlined in the legal section below.

IV. How would your team approach this project?

V. Fee Structure and Proposal - Response to the RFP should be submitted in two separate envelopes. One envelope should contain the RFP which includes the scope of work, qualifications, etc. The second envelope should contain the price. Both envelopes should be clearly marked with the contents. The committee will review all qualifications and the proposed project approach prior to opening any fee proposal envelopes. This will allow the committee to consider all elements of the proposal before cost becomes a factor.

The University reserves the right to accept or reject any and all bids or parts thereof.Vendor may expect payment thirty to sixty days after receipt of invoice, unless otherwise stated in the bid/RFP documents.Contingent on Board of Trustees approval.Bidding documents may be obtained by contacting the Purchasing Office.Illinois Department of Human Rights (IDHR) eligibility number is required on all bid proposals.
