Utility consumption at Evergreen Hall has been up to three times the amount of utilities used at the other three Residence Halls. The selected firm will be asked to evaluate opportunities for low cost energy efficiency improvements to control energy costs. The firm will evaluate efficiency and operations of HVAC systems, review set points, stat locations, space temperatures to assure proper calibration, functions of HVAC and VFDs and VAVs, and review lighting controls to achieve optimal lighting and minimize energy consumption. The goal of this energy commissioning project is to reduce energy consumption and identify life cycle costs.
Firms interested in providing such services should submit a team that is able to provide engineering services and be pre-qualified with the Illinois Capital Development Board.
The following related criteria will be among those used to evaluate the firms and/or teams requesting consideration for selection: location of firm, prior experience with similar projects, staff size, related State experience, team structure, current workload, and history of accurate cost information. Proposals should include a complete description of the history, size and capabilities of the submitting firm and a list of projects which demonstrate the firm's level of experience. For each project indicate a knowledgeable reference (name, address and telephone number). As a part of the submission, each team member must include a copy of their CDB Pre-qualification Certificate and a copy of their CDB 255 form.
To avoid disqualification, there should be no communication with University staff, faculty, or students other than through Rich Walker at (618) 650-2536 or rwalker@siue.edu. SIUE is an Affirmative Action/Equal Opportunity Employer.
Submit one copy of the Bidders Application, Contract Certification, Financial Disclosure Form, IL DHR form, Insurance Checklist, Iran Statement, No Bid Reply Form, and the State Board of Elections Certificate for the lead submitter.
Only those firms which meet the following qualifications will be considered:
- Submitted 6 copies of their qualifications.
- Licensed to practice as an architect, landscape architect, or engineer in the State of Illinois.
- Pre-qualified with the State of Illinois Capital Development Board.
- Registered and authorized to do business in the State of Illinois.
Selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).
