The Board of Trustees of the Southern Illinois University governing Southern Illinois University Edwardsville hereby requests sealed bids to furnish all labor, equipment, tools and materials as required to various metal fabrication and millwright services to the National Corn-to-Ethanol Research Center during the period July 1, 2010 through June 30, 2011, with the option to renew for three consecutive years (July 1, 2011; July 1, 2012; and July 1, 2013).
SIUE will base the award on experience, hourly rates and percentage of mark-up, not necessarily in this order. It is imperative that the bidder submits references on similar projects. If bidder does not have experience working on this type of equipment and cannot provide references, the bid will not be accepted.
Bidder must be located within 100 miles driving distance of the SIUE campus.
The University reserves the right to award multiple contracts for all work to assure timely delivery of all work.
A mandatory pre-bid conference for all those interested in bidding the project will be held on April 20, 2010 at 10:00 a.m. in the National Corn-to-Ethanol Research Pilot Center Building. Representatives of the University will be present to answer questions regarding the project and bidding procedures. All prospective bidders are required to attend. All representatives must be in the conference room at the Ethanol Center by 10:10 and must stay for the entire meeting and site visit. All contractors are required to sign in and sign out after site visit. If contractor is late or leaves before the completion of the meeting or site visit, the contractor will not be considered attending the pre-bid conference.
All questions must be e-mailed to Shelly Albert, by April 27, 2010, 12:00 noon. Questions submitted after this date will not receive a response. Answers to all questions submitted in writing will be addressed in the form of an addendum to be sent to all plan holders. Questions should not be addressed to any other SIUE or an Ethanol Research Center representative. If contact of any kind occurs with any other representative, this may be grounds for disqualification.
Bidders who have not completed and returned their prequalification statement which is valid for the period January 1, 2010 through December 31, 2010, will be required to prequalify in accordance with the bidding contract provision - Document PQ00250 Prequalification Documents. Firms may verify their prequalification status by contacting Shelly at (618) 650-3265. The prequalification document will be due at the SIUE Purchasing Office a minimum of three days prior to the bid opening. Bids will not be accepted from Contractors who have not submitted and received approval of the SIUE Prequalification Statement.
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority which are applicable to the work or to the project. The successful bidder shall pay prevailing wages and shall utilize equal employment opportunity hiring practices in connection with this project. The University reserves the right to reject any and all bids.

The University reserves the right to accept or reject any and all responses or parts thereof. Vendor may expect payment thirty to sixty days after receipt of invoice, unless otherwise stated in the bid documents. Illinois Department of Human Rights (IDHR) eligibility number is required on all proposals. This procurement will be contingent on Board of Trustees approval.

This transaction is subject to the State Board of Elections registration and certification requirements of Public Act 095-0971.
