Project Description
The Board of Trustees of Southern Illinois University governing Southern Illinois University Edwardsville (SIUE) hereby requests letters of interest and statements of qualifications from engineering firms interested in providing professional consulting services for engineering projects related to the National Corn-to-Ethanol Research Pilot Center on the Edwardsville campus of Southern Illinois University Edwardsville.

This project seeks on-site engineering services to continue the design and management of process, chemical, mechanical, civil, electrical, and laboratory engineering projects at the National Corn to Ethanol Research Center on the Edwardsville campus. The term of this open services contract may be as much as one year with four renewable one-year terms in order to adhere to specific grant criteria.
Firms interested in providing such services should submit a team that is able to provide architectural and engineering services, and be pre-qualified with the Illinois Capital Development Board in all of the architectural/engineering disciplines.
The following related criteria will be among those used to evaluate the firms and/or teams requesting consideration for selection: location of firm, prior experience with similar projects, related state experience, prior experience with SIUE and the National Corn to Ethanol Research Center, and history of accurate cost information. Proposals should include a complete description of the history, size and capabilities of the submitting firm and a list of projects which demonstrate the firm’s level of experience. For each project indicate a knowledgeable reference (name, address and telephone number). As a part of the submission, the team members must include a copy of their CDB Pre-qualification Certificate, a copy of the CDB 255 form for the submitting architect and engineer, and a copy of the submitting firm’s State Board of Elections Registration Certification. All forms must be returned with the response even if a previous response has been submitted on any SIUE project.

Only those firms which meet the following qualifications will be considered:
  • Submitted 6 copies of their qualifications.
  • Licensed to practice as an architect, landscape architect, or engineer in the State of Illinois.
  • Pre-qualified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilize an AutoCAD compatible system to provide documents.
Selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).

This transaction is subject to the State Board of Elections registration and certification requirements of Public Act 095-0971.
