Project Description
The Board of Trustees of the Southern Illinois University governing Southern Illinois University Edwardsville hereby requests sealed bids to furnish all labor, equipment, tools and materials to remove and replace Peck Hall Windows and limited renovations – including but not limited to abatement demolition of ACM plaster soffits and aluminum-framed window and door systems, glazing removal, and limited masonry cleaning for PCB containing caulk, with temporary protection and containment. Demolition of existing exterior light fixtures and wiring, and installation of new support framing for window and door systems, plaster soffits, door hardware, glazing, and light fixture installation, plus temporary relocation and protection of existing window wall anchored partitions, cabinets and mechanical systems, to be cleaned and reinstalled. Limited renovations including interior floor, wall, and ceiling substrates and finishes with associated electrical, heating, ventilating, and vestibule addition sitework. Bids will be received directly from General Contractors and Electrical Contractors. All abatement work will be a subcontract to the General Contractor.

A deposit of $100 for one CD and one set of contract documents is required. Suppliers and sub-contractors may receive one set of documents for a non-refundable cost of $50. It is preferred that the deposit be in the form of a check drawn payable to Southern Illinois University, Board of Trustees; however, cash will be accepted. No personal checks, credit or debit cards will be accepted. The deposit for the CD and one set of documents will be refunded to bidders submitting bids directly to SIUE upon return of the CD and the contract documents in good condition if not later than thirty (30) days following the bid opening. Fifty percent of the deposit will be refunded to non-bidders who return the contract documents within the specified period.
A mandatory pre-bid conference for all those interested in bidding the project will be held on February 8, 2011 at 10:00 a.m. CST in the Supporting Services Building. Representatives of the University and Wm. B. Ittner Architects will be present to answer questions regarding the project and bidding procedures. All prospective bidders are required to attend. All representatives must be in the conference room of the Supporting Services by 10:10 and must stay for the entire meeting and site visit. All contractors are required to sign in and sign out after site visit. If contractor is late or leaves before the completion of the meeting or site visit, the contractor will not be considered attending the pre-bid conference.
All questions must be e-mailed to Shelly Albert, malbert@siue.edu, by February 11, 2011, 12:00 p.m. CST. Questions submitted after this date may not receive a response. Answers to all questions will be addressed in the form of an addendum and will be sent to all plan holders and plan houses. Questions should not be addressed to any other SIUE or Wm. B. Ittner Architects representative. If contact of any kind occurs with any other representative, this will be grounds for disqualification.
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority which are applicable to the work or to the project. The successful bidder shall pay prevailing wages and shall utilize equal employment opportunity hiring practices in connection with this project. The University reserves the right to reject any and all bids.
If SIUE is closed due to inclement weather, the plan distribution, pre-bid conference, site visit and/or bid opening will be held at the same time the first day SIUE is open.
