Project Description
The Board of Trustees of the Southern Illinois University governing Southern Illinois University Edwardsville hereby requests sealed bids to furnish all labor, equipment, tools and materials for complete renovation of the existing Pizza Hut and Taco Bell spaces located in the Morris University Center located on the Edwardsville campus of SIUe. Work includes a complete interior renovation of the areas to meet the new corporate re-image requirements, including new walls, ceilings, flooring, casework, interior finishes, lighting, kitchen equipment, mechanical, electrical, and plumbing. Bids will be received directly from general and electrical contractors.
Sealed bids will be accepted at the address below until 2:00 PM, Monday, April 4, 2011:

All resulting contracts issued against this bid will have required terms to provide full compliance with Illinois Public Act 96-0795, http://www.ilga.gov/legislation/publicacts/fulltext.asp?Name=096-0795 . These terms will apply to the awarded contractor and their subcontractors and include but are not limited to disclosure of financial interests, annual certifications and filing of subcontracts.
A deposit of $100 for one CD and one set of contract documents is required. Suppliers and sub-contractors may receive one set of documents for a non-refundable cost of $50. It is preferred that the deposit be in the form of a check drawn payable to Southern Illinois University, Board of Trustees; however, cash will be accepted. No personal checks, credit or debit cards will be accepted. The deposit for the CD and one set of documents will be refunded to bidders submitting bids directly to SIUE upon return of the CD and the contract documents in good condition if not later than thirty (30) days following the bid opening. Fifty percent of the deposit will be refunded to non-bidders who return the contract documents within the specified period. All bidders and planhouses must pick up plans. No plans will be mailed.
Bidders who have not completed and returned their prequalification statement which is valid for the period January 1, 2011 through December 31, 2011, will be required to prequalify in accordance with the bidding contract provision - Document PQ00250 Prequalification Documents. Firms may verify their prequalification status by contacting Shelly at (618) 650-3265. The prequalification document will be due at the SIUE Purchasing Office a minimum of three days prior to the bid opening. Bids will not be accepted from Contractors who have not submitted and received approval of the SIUE Prequalification Statement.
In addition to completing SIUE’s prequalification statement, all bidders may qualify to submit bids to state universities of Illinois only if they are a legal entity authorized to do business in Illinois prior to submitting the bid. All first-tier subcontractors also meet this requirement. This applies to both in-state and out-of-state firms. Failure to provide the Certificate of Good Standing (or other qualifications as noted in the form included with this document) with your bid will result in your bid being considered as non-responsive.
Pre-bid Conference: A mandatory pre-bid conference for all those interested in bidding the project will be held on March 22, 2011 at 10:00 a.m. in the basement of the Morris University Center, Pizza Hut/Taco Bell area. Representatives of the University and Oates Associates will be present to answer questions regarding the project and bidding procedures. All prospective bidders are required to attend. All representatives must be in the Pizza Hut/Taco Bell area in the basement of the Morris University Center by 10:10 and must stay for the entire meeting and site visit. All contractors are required to sign in and sign out after site visit. If contractor is late or leaves before the completion of the meeting or site visit, the contractor will not be considered attending the pre-bid conference.
A second, voluntary site visit will be held on March 25, 2011 at 9:00 a.m. prevailing time in the Pizza Hut/Taco Bell area in the basement of the Morris University Center. This site visit will not be considered mandatory and will not replace the required site visit held on March 22, 2011. No questions may be asked at this site visit. See question submission procedure below.
All questions must be e-mailed to Shelly Albert, malbert@siue.edu, by March 25, 2011, 12:00 p.m. Questions submitted after this date may not receive a response. Answers to all questions will be addressed in the form of an addendum and will be sent to all plan holders and plan houses. Questions should not be addressed to any other SIUE or an Oates Associates representative. If contact of any kind occurs with any other representative, this will be grounds for disqualification.
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority which are applicable to the work or to the project. The successful bidder shall pay prevailing wages and shall utilize equal employment opportunity hiring practices in connection with this project. The University reserves the right to reject any and all bids.
