The Board of Trustees of the Southern Illinois University governing Southern Illinois University Edwardsville hereby requests sealed bids to furnish all labor, equipment, tools and materials to energy retrofit and corrective action to the mechanical systems within Evergreen Hall. Condenser water will be lowered in the mechanical room. Duct work will be rerouted with a new Relief air louver to be installed. A relief air louver is to be removed and a new window installed in its place. A small section of dual temperature piping is to be reworked to remove a check valve. Several VFDâs are to be installed on pumps and the cooling tower, CO2 sensors will be installed in the pavilion and tied into the BAS. The existing condensate tank is to be disconnected and piping reworked. Two new side stream separators are to be installed one on the dual temp loop and one on the condenser water piping. The BAS will be reprogrammed to incorporate a new sequence of operations for all building systems. Bids will be taken directly from Heating, Electrical and Ventilation contractors, with the Heating contractor having the responsibility of coordinating the work.

Bidders who have not completed and returned their prequalification statement which is valid for the period January 1, 2011 through December 31, 2011, will be required to prequalify in accordance with the bidding contract provision - Document PQ00250 Prequalification Documents. Firms may verify their prequalification status by contacting Shelly at (618) 650-3265. The prequalification document will be due at the SIUE Purchasing Office a minimum of three days prior to the bid opening. Bids will not be accepted from Contractors who have not submitted and received approval of the SIUE Prequalification Statement.
In addition to completing SIUEâs prequalification statement, all bidders may qualify to submit bids to state universities of Illinois only if they are a legal entity authorized to do business in Illinois prior to submitting the bid. All first-tier subcontractors also meet this requirement. This applies to both in-state and out-of-state firms. Failure to provide the Certificate of Good Standing (or other qualifications as noted in the form included with this document) with your bid will result in your bid being considered as non-responsive.
A mandatory pre-bid conference for all those interested in bidding the project will be held on January 10, 2012 at 1:30 p.m. in the Supporting Services Building. Representatives of the University and William Tao Associates will be present to answer questions regarding the project and bidding procedures. All prospective bidders are required to attend. All representatives must be in the conference room of the Supporting Services by 1:40 and must stay for the entire meeting and site visit. All contractors are required to sign in and sign out after site visit. If contractor is late or leaves before the completion of the meeting or site visit, the contractor will not be considered attending the pre-bid conference.
