The Board of Trustees of the Southern Illinois University governing Southern Illinois University Edwardsville hereby requests sealed bids to furnish all labor, equipment, tools and materials to renovate existing Union Station, office and information desk areas located in the Morris University Center on the Edwardsville campus of Southern Illinois University Edwardsville. Renovations to include selective demolition and construction of new partitions, new finishes, new casework, coolers and freezers. Bids will be received from general (coordinating contractor), electrical, plumbing, heating, ventilation, and fire protection contractors.

These terms will apply to the awarded contractor and their subcontractors and include but are not limited to disclosure of financial interests, annual certifications and filing of subcontracts.
Bid documents may be obtained at the Southern Illinois University Edwardsville Purchasing Office, Supporting Services Bldg., Room 1020, Campus Box 1012, Edwardsville, IL 62026 or by contacting Shelly Albert at 618-650-3265, Supporting Service Building between 7:30 a.m. – 12:00 noon and 1:00 p.m. to 3:30 p.m. Bid documents will be available on or after October 17, 2012.
A deposit of $100 for one CD and one set of contract documents is required. Suppliers and sub-contractors may receive one set of documents for a non-refundable cost of $50. It is preferred that the deposit be in the form of a check drawn payable to Southern Illinois University, Board of Trustees; however, cash will be accepted. No personal checks, credit or debit cards will be accepted. The deposit for the CD and one set of documents will be refunded to bidders submitting bids directly to SIUE upon return of the CD and the contract documents in good condition if not later than thirty days following the bid opening. Fifty percent of the deposit will be refunded to non-bidders who return the contract documents within the specified period.
Firms that require transmittal of plans and specifications via Federal Express or UPS must provide their Federal Express or UPS identification number so that delivery charges can be billed direct to their firm. Plans will not be released without receipt of plan deposit.
For the convenience of bidders, complete sets of documents will be on file at the Office of Southern Illinois Builders Association, 1468 Green Mount Road, O’Fallon, Illinois and F.W. Dodge Scan, Division of McGraw Hill, 6330 Knox Industrial Drive, St. Louis, MO.
Bidders who have not completed and returned their prequalification statement which is valid for the period January 1, 2012 through December 31, 2012, will be required to prequalify in accordance with the bidding contract provision - Document PQ00250 Prequalification Documents. Firms may verify their prequalification status by contacting Shelly at (618) 650-3265. The prequalification document will be due at the SIUE Purchasing Office a minimum of three days prior to the bid opening. Bids will not be accepted from Contractors who have not submitted and received approval of the SIUE Prequalification Statement.
In addition to completing SIUE’s prequalification statement, all bidders may qualify to submit bids to state universities of Illinois only if they are a legal entity authorized to do business in Illinois prior to submitting the bid. All first-tier subcontractors also meet this requirement. This applies to both in-state and out-of-state firms. Failure to provide the Certificate of Good Standing (or other qualifications as noted in the form included with this document) with your bid will result in your bid being considered as non-responsive.
A mandatory pre-bid conference for all those interested in bidding the project will be held on October 22, 2012 at 10:00 a.m. in the cafeteria (basement) of the Morris University Center. Representatives of the University and AAIC will be present to answer questions regarding the project and bidding procedures. All prospective bidders are required to attend. All representatives must be in the designated area of the cafeteria in the Morris University Center by 10:10 and must stay for the entire meeting and site visit. All contractors are required to sign in and sign out after site visit. If contractor is late or leaves before the completion of the meeting or site visit, the contractor will not be considered attending the pre-bid conference.

Answers to all questions will be addressed in the form of an addendum and will be posted on the Higher Education Procurement Bulletin website, www.procure.stateuniv.state.il.us. Questions should not be addressed to any other SIUE or an AAIC representative. If contact of any kind occurs with any other representative, this will be grounds for disqualification. No telephone calls will be accepted against this project.
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority which are applicable to the work or to the project. The successful bidder shall pay current prevailing wage rates as posted on the Illinois Department of Labor’s website and shall utilize equal employment opportunity hiring practices in connection with this project. The University reserves the right to reject any and all bids.
