The Board of Trustees of Southern Illinois University governing Southern Illinois University Edwardsville (SIUE) hereby requests letters of interest and statements of qualifications from engineering firms interested in providing professional consulting services torefine and implement recently completed studies of the Edwardsville campus electrical utility system. The existing 12.47 KV underground system dates from the original construction of the campus. Timely completion of the engineering effort and development of the sequence of construction will be critical to minimize the impact of required electrical utility outages on University operations.
The scope includes preparation of documents for bid solicitation and construction observation. The scope may be implemented in phases. The initial design and engineering effort is contemplated for 2013, followed by construction in 2013-14.
Firms interested in providing such services should submit a team that is able to provide engineering services and be pre-qualified with the Illinois Capital Development Board in the electrical discipline.
The following related criteria will be among those used to evaluate the firms and/or teams requesting consideration for selection: location of firm, prior experience with similar projects, staff size appropriate to the scope, related State experience, team structure, current workload, and history of accurate cost information. Proposals should include a complete description of the history, size and capabilities of the submitting firm and a list of projects which demonstrate the firm's level of experience. For each project indicate a knowledgeable reference (name, address and telephone number). As a part of the submission, each team member must include a copy of their CDB Pre-qualification Certificate and a copy of their CDB 255 form.
