Request for Professional Services Qualifications (QBS): Engineering firms for an Electrical Utility Systems Upgrade Project.

Qualifications and supporting materials will be accepted at the address below until 4:00 PM, Friday October 19, 2012:

The Board of Trustees of Southern Illinois University governing Southern Illinois University Edwardsville (SIUE) hereby requests letters of interest and statements of qualifications from engineering firms interested in providing professional consulting services torefine and implement recently completed studies of the Edwardsville campus electrical utility system. The existing 12.47 KV underground system dates from the original construction of the campus. Timely completion of the engineering effort and development of the sequence of construction will be critical to minimize the impact of required electrical utility outages on University operations.
The scope includes preparation of documents for bid solicitation and construction observation. The scope may be implemented in phases. The initial design and engineering effort is contemplated for 2013, followed by construction in 2013-14.
Firms interested in providing such services should submit a team that is able to provide engineering services and be pre-qualified with the Illinois Capital Development Board in the electrical discipline.
The following related criteria will be among those used to evaluate the firms and/or teams requesting consideration for selection: location of firm, prior experience with similar projects, staff size appropriate to the scope, related State experience, team structure, current workload, and history of accurate cost information. Proposals should include a complete description of the history, size and capabilities of the submitting firm and a list of projects which demonstrate the firm's level of experience. For each project indicate a knowledgeable reference (name, address and telephone number). As a part of the submission, each team member must include a copy of their CDB Pre-qualification Certificate and a copy of their CDB 255 form.
Please submit five (5) copies of a letter of interest and statement of qualifications to Mr. Richard Walker, Assistant Vice Chancellor for Administration, Southern Illinois University Edwardsville, Campus Box 1158, Edwardsville, IL 62026-1158 or delivered to Rendleman Hall, Room 2228. To avoid disqualification, there should be no communication regarding the scope of this project with University staff, faculty, or students other than through Rich Walker at (618) 650-2536 or SIUE is an Affirmative Action/Equal Opportunity Employer.
Submit one copy of the Bidders Application, Contract Certification, Financial Disclosure Form, IL DHR form, Insurance Checklist, Iran Statement, No Bid Reply Form, and the State Board of Elections Certificate for the lead submitter.

Only those firms which meet the following qualifications will be considered:
  • Submitted 5 copies of their qualifications.
  • Licensed to practice as an architect, landscape architect, or engineer in the State of Illinois.
  • Pre-qualified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
Selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).

This transaction is subject to the State Board of Elections registration and certification requirements of Public Act 095-0971.
