All front-end documents for bids let by SIUe include the following standard boiler-plate language: "In support of the Business Enterprise for Minority, Female and Persons with Disabilities Act (MAFBE; 30 ILCS 575 et seq., as amended) the University has established the goal of 20% of its contracts to be awarded to minority (11%), female (7%), and disabled (2%) businesses. University encourages minority, female and disabled business enterprises to compete for and participate in University contracts. The goals can be met by means of contracts let directly to minority, female and disabled business firms by University or indirectly by Proposer’s ordering goods or services from minority, female and disabled firms when suppliers or subcontractors are needed to fulfill the Contract." However, this is a goal and not a requirement. The awardee has not indicated that they meet BEP requirements. The funding used for this project was not such that BEP utilization was required.

The Board of Trustees of Southern Illinois University governing Southern Illinois University Edwardsville hereby requests sealed quotes for the following services: Event services to be provided to various departments for the SIUE community, but generally utilized by Student Organizations and Campus Activities Board for events held during the period July 1, 2013 through June 30, 2014, with the option to renew for five, one year periods (July 1, 2014, July 1, 2015, July 1, 2016, July 1, 2017 and July 1, 2018). Events may include Psychic Fair, Late Night Event, Parti Gras, Spring Fest, and Block Party. Bidder must be located within 100 miles driving distance of the SIUE campus.
Services to be provided include (or approved similar items), but are not limited to: Psychic Reader, Writing Analyst, Aura Fluffer, Clairvoyant, Palm Reader, Tarot Card Reader, Hypnotherapist, Tea Leaf Reader, Roaming Magician, Balloon Artist, Chaos Obstacle Course, Giant Dual Slide, Extreme T-Ball, Carnival games with booths, Tiger Bounce, Face Painter, Airbrush Tattoos, Game/Craft Staff, Mechanical Surfboard, Laser Tag Maze, EuroBungee, Adrenaline Rush Obstacle, Home Run Golf, Inflate A-Hoops, portable Rock Wall, Inflatable Joust, Black Jack Tables, Hold’em Tables, Roulette, Red Dog, Craps Table, Slot Machines, Mechanical Bull, 360 Challenge Obstacle, Cash Cage, Sno Cones, Frisbee Art, 22’ Giant Slide, I-Hoops, Jungle Extreme Obstacle, Wax Hands, 16’ x 32’ Stage w/ drum riser, Trailer Generator, Light Tower, Portable Toilets, ADA Unit, Double Sink Stations, Tables and Chairs, Senior Event Manager, Event Manager, and Set Up and Breakdown Staff as needed for events.
Bidder must be able to supply all entertainment and staff event, (including providing an experienced event coordinator, set-up and breakdown in a timely manner and without doing any damage to the site) and staff all booths as requested by SIUE. It is imperative that the awardee provides experienced staff, arrives on time, and coordinates all services with the assigned SIUe representative.
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority which are applicable to the work or to the project. The successful bidder shall pay current prevailing wage rates as posted on the Illinois Department of Labor’s website and shall utilize equal employment opportunity hiring practices in connection with this project. The University reserves the right to reject any and all bids.

The University reserves the right to accept or reject any and all responses or parts thereof. Vendor may expect payment thirty to sixty days after receipt of invoice, unless otherwise stated in the bid documents. Illinois Department of Human Rights (IDHR) eligibility number is required on all proposals, if applicable. This procurement may be contingent on Board of Trustees approval.

This transaction is subject to the State Board of Elections registration and certification requirements of Public Act 095-0971.
