Southern Illinois University Edwardsville (SIUE) is soliciting proposals from experienced and qualified Consultants or Consultant Teams to provide an evaluation of the feasibility of an age-restricted, maintenance-free, upscale retirement community with an adjacent or collocated Health/Wellness and Life-Long Learning Center on land at SIUE University Park or on the adjacent SIUE campus.
This project will include these four components: Market Analysis, Site Analysis, Financial Feasibility Study, and Conclusions and Recommendations. The proposal shall be prepared with cost estimates and time frames for completion identified separately for each of the four components, and as more specifically described in Section 1 (Scope of Work) of this Request for Proposals (RFP).
Please read the entire solicitation package (to be downloaded from the Bulletin) and submit your offer in accordance with the instructions. All forms and signature areas contained in the solicitation package must be completed in full and submitted along with the technical response and price proposal which combined will constitute the offer. Do not submit the instructions pages with offers. Vendors should keep the Instructions and a copy of offers for future reference.

Submit 8 copies of the response as defined in the specifications. The University reserves the right to accept or reject any and all responses or parts thereof. Vendor may expect payment thirty to sixty days after receipt of invoice, unless otherwise stated in the bid documents. This procurement may be contingent on Board of Trustees approval. Illinois Department of Human Rights (IDHR) eligibility number is required on all proposals, if applicable. There is no BEP goal for this procurement.

This transaction is subject to the State Board of Elections registration and certification requirements of Public Act 095-0971.
