All firms submitting information directly to SIUE must be prequalified with the State of Illinois Capital Development Board prior to responding to QBS Notice 8924. However, if a firm is performing work as a consultant to the company submitting directly to SIUE, the consultant does not need to be prequalified with the State of Illinois Capital Development Board.

Project Description
The Board of Trustees of Southern Illinois University governing Southern Illinois University Edwardsville (SIUE) hereby requests letters of interest and statements of qualifications from architecture firms interested in providing professional consulting services to prepare costs, designs, and bid documents to develop a training facility for the SIUE golf team.

Plans will look at designs and costs for constructing an indoor golf practice facility and an outdoor driving range on the Edwardsville campus to support the Intercollegiate golf team. The preliminary design process would look at the feasibility of developing enclosed/covered bays that could be opened on one side toward the driving range, putting greens, restrooms, lockers, and a lounge, along with outdoor greens, a practice course, a Clubhouse and future additions to the Clubhouse. Plans will also analyze possible sites and an overall Master Plan for the facility so that it can be accomplished in phases as funding becomes available.
Although not a CDB project, interested firms should submit a team that is able to provide architecture and engineering services and be pre-qualified with the Illinois Capital Development Board.
The following related criteria will be among those used to evaluate the firms and/or teams requesting consideration for selection: location of firm, prior experience with similar projects, staff size appropriate to the scope, related State experience, team structure, current workload, and history of accurate cost information. Proposals should include a complete description of the history, size and capabilities of the submitting firm and a list of projects which demonstrate the firm's level of experience. For each project indicate a knowledgeable reference (name, address and telephone number). As a part of the submission, each team member must include a copy of their CDB Pre-qualification Certificate and a copy of their CDB 255 form.

- There is no BEP goal for this procurement.
Selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).
