Project Description
The Board of Trustees of the Southern Illinois University governing Southern Illinois University Edwardsville hereby requests sealed bids to furnish all labor, equipment, tools and materials to renovate Union Station and the Information Desk areas in the Morris University Center located on the Edwardsville campus of Southern Illinois University Edwardsville. Renovations to include selective demolition of walls, ceilings, floors, doors and MEP elements; new work to include new partitions, doors, frames, hardware, ceiling, floor and wall finishes, new casework, store fixtures, walk-in and reach-in coolers and freezers, lighting, power, plumbing, fire protection, refrigeration and HVAC work.

All resulting contracts issued against this bid will have required terms to provide full compliance with Illinois Public Act 96-0795, http://www.ilga.gov/legislation/publicacts/fulltext.asp?Name=096-0795 . These terms will apply to the awarded contractor and their subcontractors and include but are not limited to disclosure of financial interests, annual certifications and filing of subcontracts.
A deposit of $200 for one CD and one set of contract documents is required from bidders submitting bids directly to SIUE. Suppliers and sub-contractors can receive one CD at a non-refundable cost of $100. It is preferred that the deposit be in the form of a check drawn payable to Southern Illinois University, Board of Trustees; however, cash will be accepted. No personal checks, credit or debit cards will be accepted. The deposit for the CD and one set of documents will be refunded to bidders submitting bids directly to SIUE upon returning the bid documents in good condition if not later than thirty (30) days following the bid opening. Fifty percent of the deposit will be refunded to non-bidders who return the bid documents within the specified period.
Bidders who have not completed and returned their prequalification statement which is valid for the period January 1, 2013 through December 31, 2013, will be required to prequalify in accordance with the bidding contract provision - Document 00250 Prequalification Documents. Firms may verify their prequalification status by contacting Shelly at malbert@siue.edu. The prequalification document will be due at the SIUE Purchasing Office a minimum of five days prior to the bid opening. Bids will not be accepted from Contractors who have not submitted and received approval of the SIUE Prequalification Statement.
In addition to completing SIUE’s prequalification statement, all bidders may qualify to submit bids to state universities of Illinois only if they are a legal entity authorized to do business in Illinois prior to submitting the bid. All first-tier subcontractors also meet this requirement. This applies to both in-state and out-of-state firms. Failure to provide the Certificate of Good Standing (or other qualifications as noted in the form included with this document) with your bid will result in your bid being considered as non-responsive.
A mandatory pre-bid conference for all those interested in bidding the project will be held on September 10, 2013 at 10:00 a.m. in the cafeteria (basement) of the Morris University Center. Representatives of the University, AAIC, and BRiC Partnership will be present to answer questions regarding the project and bidding procedures. All prospective bidders are required to attend. All representatives must be in the designated area of the cafeteria in the Morris University Center by 10:10 and must stay for the entire meeting and site visit. All contractors are required to sign in and sign out after site visit. If contractor is late or leaves before the completion of the meeting or site visit, the contractor will not be considered attending the pre-bid conference. At this time, this is the only site visit scheduled for this project. It is suggested that bidders have estimators, subcontractors, and suppliers in attendance at the mandatory pre-bid meeting and site visit.
All questions must be e-mailed to Shelly Albert, malbert@siue.edu, by September 19, 2013, 12:00 p.m. Questions submitted after this date may not receive a response. Answers to all questions will be addressed in the form of an addendum and will be posted on the Higher Education Procurement Bulletin website, www.procure.stateuniv.state.il.us. Questions should not be addressed to any other SIUE, AAIC or BRiC Partnership representative. If contact of any kind occurs with any other representative, this will be grounds for disqualification.
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority which are applicable to the work or to the project. The successful bidder shall pay current prevailing wage rates as posted on the Illinois Department of Labor’s website and shall utilize equal employment opportunity hiring practices in connection with this project. The University reserves the right to reject any and all bids.
Note: Plans will not be distributed or sent to planhouses for any reason. Checks or deposits will be returned without sending plans and specifications.
