The Board of Trustees of the Southern Illinois University governing Southern Illinois University Edwardsville hereby requests sealed bids to furnish all labor, equipment, tools and materials to provide controls upgrades, programming, new sensors, installation of new air handling unit dampers, installation of new variable frequency drives, and installation of new variable air volume boxes in the Morris University Center located on the Edwardsville campus of Southern Illinois University Edwardsville. Bids will be received from SIUE prequalified ventilation contractors.
A mandatory pre-bid conference for all those interested in bidding the project will be held on December 2, 2014 at 10:00 a.m. in the International Room on the second floor of the Morris University Center. Representatives of the University and BRiC Partnership will be present to answer questions regarding the project and bidding procedures. All prospective bidders are required to attend. All representatives must be in the conference room of the International Room by 10:10 and must stay for the entire meeting and site visit. All contractors are required to sign in and sign out after site visit. If contractor is late or leaves before the completion of the meeting or site visit, the contractor will not be considered attending the pre-bid conference.
All questions must be e-mailed to Shelly Albert, malbert@siue.edu, by December 5, 2014, 12:00 p.m. Questions submitted after this date may not receive a response. Answers to all questions will be addressed in the form of an addendum and will be sent posted on the Illinois Higher Education Procurement Bulletin website, www.procure.stateuniv.state.il.us. Questions should not be addressed to any other SIUE or a BRiC Partnership or a CXe Group LLC representative. If contact of any kind occurs with any other representative, this will be grounds for disqualification.
All substitutions must be submitted prior to the bid opening. Such requests should be received by 12:00 noon, prevailing time on December 5, 2014 to malbert@siue.edu and a complete description of the desired change including any technical data and references for SIUE’s evaluation. SIUE will include the modification by addendum if a request is approved.
Bidders who have not completed and returned their prequalification statement which is valid for the period January 1, 2014 through December 31, 2014, will be required to prequalify in accordance with the bidding contract provision - Document PQ00250 Prequalification Documents. Firms may verify their prequalification status by contacting Shelly at (618) 650-3265. The prequalification document will be due at the SIUE Purchasing Office a minimum of three days prior to the bid opening. Bids will not be accepted from Contractors who have not submitted and received approval of the SIUE Prequalification Statement.
In addition to completing SIUE’s prequalification statement, all bidders may qualify to submit bids to state universities of Illinois only if they are a legal entity authorized to do business in Illinois prior to submitting the bid. All first-tier subcontractors also meet this requirement. This applies to both in-state and out-of-state firms. Failure to provide the Certificate of Good Standing (or other qualifications as noted in the form included with this document) with your bid will result in your bid being considered as non-responsive.
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority which are applicable to the work or to the project. The successful bidder shall pay current prevailing wage rates as posted on the Illinois Department of Labor’s website and shall utilize equal employment opportunity hiring practices in connection with this project. The University reserves the right to reject any and all bids.

Illinois Department of Human Rights (IDHR) eligibility number is required on all proposals, if applicable. This procurement may be contingent on Board of Trustees approval. There is no BEP goal for this procurement.
