Project Description
The Board of Trustees of the Southern Illinois University governing Southern Illinois University Edwardsville hereby requests sealed bids to furnish all labor, equipment, tools and materials to disconnect and remove existing fan coil units and install new fan coil units; provide new Type 1 Exhaust Hood with dedicated Make-up Air Unit and new gas fire, D-X rooftop unit to provide heating and cooling for non-kitchen space at the Skywalk Café located between Alumni and Founders Halls on the Edwardsville campus of Southern Illinois University Edwardsville. Scope includes structural reinforcement for the roof, electrical to support new equipment and controls. Bids will be received from General Contractors. However, attendance at the pre-bid is mandatory for heating and ventilation contractors due to the scope of work.

A mandatory pre-bid conference for all those interested in bidding the project will be held on April 3, 2014 at 10:00 a.m. in the Supporting Services Building. Representatives of the University and BRiC Partnership will be present to answer questions regarding the project and bidding procedures. All prospective bidders are required to attend. All representatives must be in the conference room of the Supporting Services by 10:10 and must stay for the entire meeting and site visit. All contractors are required to sign in and sign out after site visit. If contractor is late or leaves before the completion of the meeting or site visit, the contractor will not be considered attending the pre-bid conference. Heating and ventilation subcontractors attending the mandatory pre-bid and site visit will be the only heating and ventilation subcontractors accepted on this project for heating and ventilation scopes of work. This will be the only site visit on this project.
All questions must be e-mailed to Shelly Albert, malbert@siue.edu, by April 8, 2014, 12:00 p.m. Questions submitted after this date may not receive a response. Answers to all questions will be addressed in the form of an addendum and will be sent posted on the Illinois Higher Education Procurement Bulletin website, www.procure.stateuniv.state.il.us. Questions should not be addressed to any other SIUE or a BRiC Partnership representative. If contact of any kind occurs with any other representative, this will be grounds for disqualification.
Bidders who have not completed and returned their prequalification statement which is valid for the period January 1, 2014 through December 31, 2014, will be required to prequalify in accordance with the bidding contract provision - Document PQ00250 Prequalification Documents. Firms may verify their prequalification status by contacting Shelly at (618) 650-3265. The prequalification document will be due at the SIUE Purchasing Office a minimum of three days prior to the bid opening. Bids will not be accepted from Contractors who have not submitted and received approval of the SIUE Prequalification Statement.
In addition to completing SIUE’s prequalification statement, all bidders may qualify to submit bids to state universities of Illinois only if they are a legal entity authorized to do business in Illinois prior to submitting the bid. All first-tier subcontractors also meet this requirement. This applies to both in-state and out-of-state firms. Failure to provide the Certificate of Good Standing (or other qualifications as noted in the form included with this document) with your bid will result in your bid being considered as non-responsive.
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority which are applicable to the work or to the project. The successful bidder shall pay current prevailing wage rates as posted on the Illinois Department of Labor’s website and shall utilize equal employment opportunity hiring practices in connection with this project. The University reserves the right to reject any and all bids.
