The mandatory site visit for bidders that attended the mandatory pre-bid conference has been re-scheduled for October 16, 2014, 11:00 a.m. Bidders must have attended the mandatory pre-bid meeting and must attend the mandatory site visit for bids to be accepted by SIUE. The original site visit scheduled was postponed due to inclement weather.

The Board of Trustees of the Southern Illinois University governing Southern Illinois University Edwardsville hereby requests sealed bids to furnish all labor, equipment, tools and materials to replace the roof on Dunham Hall in accordance with plans and specs. Bids will be received directly from SIUE prequalified roofing contractors.
A mandatory pre-bid conference for all those interested in bidding the project will be held on October 13, 2014 at 2:00 p.m. in the Supporting Services Building. Representatives of the University and Hurst-Rosche will be present to answer questions regarding the project and bidding procedures. All prospective bidders are required to attend. All representatives must be in the conference room of the Supporting Services by 2:10 and must stay for the entire meeting and site visit. All contractors are required to sign in and sign out after site visit. If contractor is late or leaves before the completion of the meeting or site visit, the contractor will not be considered attending the pre-bid conference. This is the only site visit so all bidders and suppliers are encouraged to attend.
All questions must be e-mailed to Shelly Albert, malbert@SIUE.edu, by October 20, 2014, 12:00 p.m. Questions submitted after this date may not receive a response. Answers to all questions will be addressed in the form of an addendum and will be posted on the Illinois Higher Education Procurement Bulletin website, www.procure.stateuniv.state.il.us. Questions should not be addressed to any other SIUE or a Hurst-Rosche representative. If contact of any kind occurs with any other representative, this will be grounds for disqualification.
Bidders who have not completed and returned their prequalification statement which is valid for the period January 1, 2014 through December 31, 2014, will be required to prequalify in accordance with the bidding contract provision - Document PQ00250 Prequalification Documents. Firms may verify their prequalification status by contacting Shelly at (618) 650-3265. The prequalification document will be due at the SIUE Purchasing Office a minimum of three days prior to the bid opening. Bids will not be accepted from Contractors who have not submitted and received approval of the SIUE Prequalification Statement.
In addition to completing SIUE’s prequalification statement, all bidders may qualify to submit bids to state universities of Illinois only if they are a legal entity authorized to do business in Illinois prior to submitting the bid. All first-tier subcontractors also meet this requirement. This applies to both in-state and out-of-state firms. Failure to provide the Certificate of Good Standing (or other qualifications as noted in the form included with this document) with your bid will result in your bid being considered as non-responsive.
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority which are applicable to the work or to the project. The successful bidder shall pay current prevailing wage rates as posted on the Illinois Department of Labor’s website and shall utilize equal employment opportunity hiring practices in connection with this project. The University reserves the right to reject any and all bids.

The University reserves the right to accept or reject any and all responses or parts thereof. Vendor may expect payment thirty to sixty days after receipt of invoice, unless otherwise stated in the bid documents. Illinois Department of Human Rights (IDHR) eligibility number is required on all proposals, if applicable. This procurement may be contingent on Board of Trustees approval. There is no BEP goal for this procurement.

This transaction is subject to the State Board of Elections registration and certification requirements of Public Act 095-0971.
