Project Description
The Board of Trustees of Southern Illinois University governing Southern Illinois University Edwardsville (SIUE) hereby requests letters of interest and statement of qualifications from architectural lead teams interested in providing third-party consulting services for an academically focused performing arts complex on the Edwardsville campus. The initial scope of work will include a scoping exercise and a project budget estimate for an auditorium to accommodate theater and dance for approximately 600 seats and an adjoining music hall to accommodate music ensemble performances for approximately 400 seats. The scope will also include the renovation of an existing 400 seat theater into a classroom and recital space once the new complex is built. Supplemental work beyond the initial scope of work will take place in the distant future when funding is identified. The entire project will be submitted for funding to the State of Illinois through the Capital RAMP process and, when funded, administered by the Capital Development Board.

The following related criteria will be among those used to evaluate the firms and/or teams requesting consideration for selection: location of firm, prior experience with similar projects, staff size appropriate to the scope, related State experience, team structure, current workload, BEP status, and history of accurate cost information. Proposals should include a complete description of the history, size and capabilities of the submitting firm and a list of projects which demonstrate the firm's level of experience. For each project indicate a knowledgeable reference (name, address and telephone number).
Please submit five (5) copies of a letter of interest and statement of qualifications to SIUE, 99 Supporting Services Road, Campus Box 1012, Edwardsville, IL 62026 with the QBS number and due date and time clearly marked on the package. To avoid disqualification, there should be no communication regarding the scope of this project with University staff, faculty, or students other than through Rich Walker at (618) 650-2536 or rwalker@siue.edu. The submittals will not be opened publicly. However, the names of the companies submitting will be read publicly at 2:00 p.m. on December 8, 2014. No information will be provided after this date and time until an awardee is posted on the Bulletin.

Only those firms which meet the following qualifications will be considered:
  • Submitted 5 copies of their qualifications.
  • Licensed to practice as an architect, landscape architect, or engineer in the State of Illinois.
  • Pre-qualified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilize an AutoCAD compatible system to provide documents.
  • There is no BEP goal for this procurement.
Selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).

This transaction is subject to the State Board of Elections registration and certification requirements of Public Act 095-0971.
