This award posting is for Phase I of the project - developing design standards/guidelines; study of phasing strategy; renovating the building; schematic design of Founders Hall renovations and associated swing space; management services to inventory and catalogue all equipment and funishings with Founders Hall and expenses for this Phase. Additional Phases will be posted as the project progresses. At this time, SIUE is unsure of how many Phases and the estimated costs.

Project Description
The Board of Trustees of Southern Illinois University governing Southern Illinois University Edwardsville (SIUE) hereby requests letters of interest and statement of qualifications from architectural lead teams interested in providing third-party consulting services for the renovation of Founders Hall and Alumni Hall on the Edwardsville campus. The initial scope of work will include the development of design standards for the project and a complete renovation of the buildings�?? systems to include mechanical, electrical, plumbing, telecommunications, window, fire protection, structural, storm shelters, and building elevators. Classrooms and office spaces will also be updated. A complete Scope of Work is included as one of the attachments to this posting.

There are no formal bid documents, RFP documents, specifications, drawings, scope of work, etc. is available on this project. The information provided in this posting and the attached scope of work is the only information available on this project.
The following related criteria will be among those used to evaluate the firms and/or teams requesting consideration for selection: location of firm, prior experience with similar projects, staff size appropriate to the scope, related State experience, team structure, current workload, BEP status, and history of accurate cost information. Proposals should include a complete description of the history, size and capabilities of the submitting firm and a list of projects which demonstrate the firm's level of experience. For each project indicate a knowledgeable reference (name, address and telephone number).
Design team must be LEED certified and provide certification of such. Although this is not a CDB project, interested firms should submit a team that is able to provide architecture and engineering services and be pre-qualified with the Illinois Capital Development Board. As part of the submission, each team member must include a copy of their CDB Pre-qualification Certificate and a copy of their CDB 255 form. Faxed or electronic submittals will not be accepted.

The submittals will not be opened publicly. However, the names of the companies responding to this posting will be read publicly at 2:00 p.m. on February 20, 2015 in the Supporting Services Building, Room 1020. All parties interested in this information must be in attendance at this place and time. No information will be released after February 20, 2015, 2:00 p.m. until an awardee is posted on the Bulletin website.
Interested firms need to submit only one copy of the attached forms, (Form A, Form B, Contract Certification, DHR Form, Insurance Checklist, Authority to do business in the State of Illinois, and State Board of Elections Certification. It is preferred that a CD containing all information submitted, including the above-referenced forms, may be submitted in addition to submittal of the hard copies. The CD is not a requirement. SIUE is an Affirmative Action Employer.

  • Submitted 5 copies of their qualifications.
  • Licensed to practice as an architect, landscape architect, or engineer in the State of Illinois.
  • Pre-qualified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • There is no BEP goal for this procurement.
Selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).

This transaction is subject to the State Board of Elections registration and certification requirements of Public Act 095-0971.
