Project Description
The Board of Trustees of the Southern Illinois University governing Southern Illinois University Edwardsville hereby requests sealed bids to furnish all labor, equipment, tools and materials to remove and replace the existing modified bituminous roofing system with a new single ply EPDM roofing system and removal and replacement of roof mounted duct insulation on Woodland Hall located on the Edwardsville campus of Southern Illinois University Edwardsville. Bids will be received from SIUE 2016 prequalified roofing and ventilation contractors.

Roofing contractor scope of work includes removal and replacement of the existing modified bituminous roofing system, rigid insulation and cover board, parapet flashing, metal parapet coping, preparation of existing roof substrate, and reroofing with a new single ply EPDM roofing membrane, rigid insulation and cover board, color coated metal fascia and general coordination of contract work by the separate ventilation prime contract. The ventilation contractor scope of work includes removal of existing roof mounted duct insulation and replacement with new insulation.
The roofing contractor will serve as the coordinating contractor on this project. The coordinating contractor is responsible for all general conditions of the project including coordination of the separate ventilation contract and all sub contracts, which may include an architectural sheet metal contractor; be responsible for maintaining the overall project schedule, the overall security, safety, and condition of the job site; provide documentation of the construction progress and organize regular project coordination meetings; provide complete product and project submittals, and will utilize the specified project documentation website for all project submittals, which is www.submittalexchange.com. In general, it is roofing contractor?s (coordinating contractor) responsibility to fully review all general condition requirements of the project and be fully responsible for all specified requirements.
If SIUE is closed due to inclement weather on the pre-bid and/or bid opening dates, the pre-bid meeting and/or bid will be due the first day SIUE is open at the same time as referenced in the bid documents.
A mandatory pre-bid conference, for all those interested in bidding the project, will be held on January 20, 2016 at 10:00 a.m. in the Supporting Services Building. Representatives of the University and AAIC Architects will be present to answer questions regarding the project and bidding procedures. All prospective bidders are required to attend. All representatives must be in the conference room of the Supporting Services by 10:10 and must stay for the entire meeting and site visit. All contractors are required to sign in and sign out after site visit. If contractor is late or leaves before the completion of the meeting or site visit, the contractor will not be considered attending the pre-bid conference.
All questions must be e-mailed to Shelly Albert, malbert@siue.edu, by January 28, 2016, 12:00 p.m. Questions submitted after this date may not receive a response. Answers to all questions will be addressed in the form of an addendum and will be posted on the Illinois Higher Education Procurement Bulletin website, www.procure.stateuniv.state.il.us. Questions should not be addressed to any other SIUE or an AAIC Architect representative. If contact of any kind occurs with any other representative, this will be grounds for disqualification.
Bidders who have not completed and returned their prequalification statement which is valid for the period January 1, 2016 through December 31, 2016, will be required to prequalify in accordance with the bidding contract provision - Document PQ00250 Prequalification Documents. Firms may verify their prequalification status by contacting Shelly at (618) 650-3265. The prequalification document will be due at the SIUE Purchasing Office a minimum of three days prior to the bid opening. Bids will not be accepted from Contractors who have not submitted and received approval of the SIUE Prequalification Statement.
In addition to completing SIUE?s prequalification statement, all bidders may qualify to submit bids to state universities of Illinois only if they are a legal entity authorized to do business in Illinois prior to submitting the bid. All first-tier subcontractors also meet this requirement. This applies to both in-state and out-of-state firms. Failure to provide the Certificate of Good Standing (or other qualifications as noted in the form included with this document) with your bid will result in your bid being considered as non-responsive.
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority which are applicable to the work or to the project. The successful bidder shall pay current prevailing wage rates as posted on the Illinois Department of Labor?s website and shall utilize equal employment opportunity hiring practices in connection with this project. The University reserves the right to reject any and all bids.
