Project Description
The Board of Trustees of the Southern Illinois University governing Southern Illinois University Edwardsville hereby requests sealed bids to furnish all labor, equipment, tools and materials to partially demolish existing one story building, renovate 800 SF of existing shop space and office, and construct a new 12,500 SF two-story student project workshop addition in the Engineering Building located on the Edwardsville campus of Southern Illinois University Edwardsville. Alternate bid work includes the construction of a site stair at the exterior plaza. Bids will be directly from 2016 SIUE Prequalified General, Electrical, Plumbing, Heating and Ventilation contractors.

Bid documents may be obtained at the Southern Illinois University Edwardsville Purchasing Office, Supporting Services Bldg., Room 1020, Campus Box 1012, Edwardsville, IL 62026 or by contacting Shelly Albert at 618-650-3265, Supporting Service Building. Bid documents will be available on or after 9:00 a.m. on June 20, 2016 and during the hours of 7:00 a.m. to 12:00 p.m. and 1:00 p.m. to 3:00 p.m. after June 20.
A deposit of $200 for one CD and one set of contract documents is required. All other companies, including planhouses, suppliers and sub-contractors may receive one CD for a non-refundable cost of $100. No CD's or plans will be released without receipt of check from requestor. It is preferred that the deposit be in the form of a check drawn payable to Southern Illinois University, Board of Trustees; however, cash will be accepted. No personal checks, credit or debit cards will be accepted. The deposit for the CD and one set of documents will be refunded to bidders submitting bids directly to SIUE upon return of the CD and the contract documents in good condition if not later than thirty (30) days following the bid opening. Fifty percent of the deposit will be refunded to non-bidders who return the contract documents within the specified period.
Firms that require transmittal of plans and specifications via common courier must provide their shipping identification number so that delivery charges can be billed direct to their firm.
A mandatory pre-bid conference, for all those interested in bidding the project direct to SIUE, will be held on June 24, 2016 at 10:00 a.m. in the Technology and Management Center location on South Research Drive in University Park. Representatives of the University and FGM Architects will be present to answer questions regarding the project and bidding procedures. All prospective bidders are required to attend. All representatives must be in the Technology and Management Center by 10:10 and must stay for the entire meeting and site visit. All contractors are required to sign in and sign out after site visit. If contractor is late or leaves before the completion of the meeting or site visit, the contractor will not be considered attending the pre-bid conference. This will be the only site visit, so subcontractors and suppliers are encouraged to attend. Pre-bid attendees may park along South Research Drive. Do not park along University Park Drive. Tickets will be issued by Parking Services and will be enforced.
Bidders who have not completed and returned their prequalification statement which is valid for the period January 1, 2016 through December 31, 2016, will be required to prequalify in accordance with the bidding contract provision - Document PQ00250 Prequalification Documents. Firms may verify their prequalification status by contacting Shelly at (618) 650-3265. The prequalification document will be due at the SIUE Purchasing Office a minimum of three days prior to the bid opening. Bids will not be accepted from Contractors who have not submitted and received approval of the SIUE Prequalification Statement. The 2016 SIUE Prequalification Documents may be downloaded on the Bulletin under RFI 2016SIUEPrequal.
In addition to completing SIUE?s prequalification statement, all bidders may qualify to submit bids to state universities of Illinois only if they are a legal entity authorized to do business in Illinois prior to submitting the bid. All first-tier subcontractors also meet this requirement. This applies to both in-state and out-of-state firms. Failure to provide the Certificate of Good Standing (or other qualifications as noted in the form included with this document) with your bid will result in your bid being considered as non-responsive.
All questions must be e-mailed to Shelly Albert, malbert@siue.edu, by July 5, 2016, 12:00 p.m. Questions submitted after this date may not receive a response. Answers to all questions will be addressed in the form of an addendum and will be posted on the Illinois Higher Education Procurement Bulletin website, www.procure.stateuniv.state.il.us. Questions should not be addressed to any other SIUE or an FGM Architects representative. If contact of any kind occurs with any other representative, this will be grounds for disqualification.
The successful bidder will be required to comply with all laws, statutes, regulations, ordinances, rulings or enactments of any governmental authority which are applicable to the work or to the project. The successful bidder shall pay current prevailing wage rates as posted on the Illinois Department of Labor?s website and shall utilize equal employment opportunity hiring practices in connection with this project. The University reserves the right to reject any and all bids.
