The scope of work will require LEED base and enhanced building commissioning services as well as retro-commissioning and building envelope commissioning services. The projects may include various sizes of projects including renovations as well as new construction. The University reserves the right to award multiple contracts. The selected firm(s) will assist with grant studies as well as planning, design reviews, construction field inspections, functional performance testing and training, and warranty reviews for approved projects. The firm(s) may develop test procedures for building systems, assist in writing specifications, and ensure building systems are in compliance with construction specifications.

Project Description

The following related criteria will be among those used to evaluate the firms and/or teams requesting consideration for selection: location of firm, assigned staff experience with similar projects in size and complexity, approach to project commissioning, expertise in building systems and controls, staff size appropriate to the scope, LEED Professional Credentials for those assigned to the project, related State experience, team structure, current workload, and BEP status of submitting firm and any consultants.
Proposals should include a complete description of the history, size and capabilities of the submitting firm and a list of projects which demonstrate the firm's level of experience. For each project indicate a knowledgeable reference (name, address and telephone number). As a part of the submission, each team member must include a copy of their CDB Pre-qualification Certificate and a copy of their CDB 255 form. Attachments to the 255 form are allowed. This is not a CDB project. Faxed or electronic submittals will not be accepted.
To avoid disqualification and assure consistent project information is provided to all, there should be no communication regarding the scope of this project with University staff, faculty, or students other than through Rich Walker at (618) 650-2536 or rwalker@siue.edu.
There is no RFP or bid documents for this posting. Plans and specs are not available for this project. The information provided in this posting is all of the information available and provided to interested vendors.
The submittals will not be opened publicly. However, the names of the companies responding will be read publicly at 2:00 p.m. on December 22, 2015 in the Supporting Services Building. All parties interested in this information must be in attendance at this place and time. No information will be released after December 22, 2015, 2:00 p.m. until the awardee is posted on the Bulletin website.
Interested firms need to submit two copies of the attached forms: Contract Certification, Financial Disclosure Form, (V14.2), IL DHR number, Iran Statement, Authority to do business in the State of Illinois, and the State Board of Elections Certificate. It is preferred that the documents be submitted in electronic format in addition to the five hard copies. The electronic format is not a requirement.

- Licensed to practice as an architect, landscape architect, or engineer in the State of Illinois.
- Pre-qualified with the State of Illinois Capital Development Board.
- Registered and authorized to do business in the State of Illinois.
- Utilize an AutoCAD compatible system to provide documents.
- There is no BEP goal for this procurement.
Selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).
