Project Description
The Board of Trustees of Southern Illinois University governing the Southern Illinois University School of Medicine hereby requests letters of interest and proposals, and statement of qualifications from architectural /engineering firms interested in providing professional consulting services for the programming, design and construction of a support services facility. The selected firm would be used to design the support services facility that would house staff and critical documentation from the university. The project includes an estimated 25,000 SF facility, with complete environmental control, and security provisions on existing property on the SIU School Of Medicine campus.

Firms interested in providing such services should be a full-service architectural firm or team and pre-qualified with the Capital Development Board in all the architectural and engineering disciplines.
The following related criteria will be among that used to evaluate firms requesting consideration for selection:
  • Capital Development Board (CDB) prequalification status
  • Location of firm
  • Adequate staff size and disciplines
  • prior performance of firm and its consultants with completed projects at SIU School of Medicine and other State clients
  • Similar projects
  • Current workload
Proposals should include a complete description of the history, size and capabilities of your firm and a list of projects which demonstrate your level of experience. For each project indicate a knowledgeable reference (name, address and telephone number; and a copy of your CDB Pre-Qualification Certificate. CDB 255 format is not required).
Firms should include:
  • State Board of Elections Registration at the time of submittal
  • Illinois Department of Human Rights
  • Certificate of Insurance conforming to the attached SIU School of Medicine insurance requirements
Firms will be selected based on the criteria above and awarded to the most suitable firm.
The University reserves the right to accept or reject any and all responses or parts thereof. Illinois Department of Human Rights (IDHR) eligibility number is required on all responses. This procurement will be contingent on Board of Trustees approval.

Only those firms which meet the following qualifications will be considered:
  • Submitted 8 copies of their qualifications.
  • Licensed to practice as an architect, landscape architect, or engineer in the State of Illinois.
  • Pre-qualified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
Selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).

This transaction is subject to the State Board of Elections registration and certification requirements of Public Act 095-0971.
