This Professional and Artistic notice is published in accordance with 30 ILCS 500/35-35 and 44 ILL. Admin. Code 4.2035(e) which allows professional and artistic contracts under $100,000 to be made in accordance with 30 ILCS 500/35-30(f) and 44 ILL. Admin. Code 4.2020 (Small Purchases). ECS is a newer company in town that was previously known as PSI who was the leading Geotech company in Springfield and used by most contractors in town. They have the expertise needed for the project and are local which will provide a cost savings from another vendor in which we may have to pay travel and/or other expenses. When PSI disbanded ECS was formed and has continued with the great track record of work at market rate prices.
