The University awarded a contract for medical academic services to Southern Illinois Medicals Services, Carbondale, IL, for an estimated $49,940.
The Department of Family and Community Medicine requires board-certified Providers to provide academic services to medical students and residents in support of academic excellence and assist the citizens of central and southern Illinois in meeting present and future health care needs through education, clinical service and research. The community providers not only provide supervision and education within our clinic, but our residents follow their patients in the hospital.
The University has determined that this purchase is only economically available from this source because the services are required to provide patient care to meet requirements for the residency program. Southern Illinois Medical Services (SIMS) is the only hospital owned group practice in the Carbondale area. Family Medicine residents are required by ACGME to have 750 adult hospital inpatient encounters. All of the community doctors from SIMS are graduates of SIU Family Medicine and are well educated in the policies and procedures of ACGME and SIU. Without the community providers inpatient numbers, our residents would not meet the 750 required visits for adults nor the 250 first children inpatient encounters. The longstanding commitment signified through affiliation ensures that the vendor will be able to provide a sufficient number of experienced primary care doctors with experience to meet the clinical services needs of SIU School of Medicine and the educational/training needs of the SIU Family Medicine residency department.

We will hold a public hearing at the date, time and location specified below, if we receive a request to testify regarding the sole source determination. We will also hold a hearing if any vendor submits a signed statement showing the capability to provide the stated supplies/services at or below the amount indicated.

The public hearing allows any interested party the opportunity to testify for or against the sole source determination as described in this notice. The purpose of the hearing is to receive information from the public in a reasonable manner. Formal rules of evidence will not apply. The hearing officer will produce minutes of the hearing and may record it in order to aid in the production of the minutes. After conclusion of the hearing we will decide whether the sole source determination was appropriate.

We must receive any request to testify and any vendor statement no later than the registration date and time indicated below. If we do not receive a timely request or statement, we will not hold the hearing. We reserve the right to cancel the procurement prior to any scheduled hearing.
