Requests were sent to eight vendors; five submitted bids, three did not reply. The awarded vendor, New Innovations, submitted low bid meeting specifications. One of the other vendors who submitted a bid did not meet specifications. Three other bids received were higher than New Innovations pricing. Justification for award provided by Terri Cameron, Director of Educational Resources, Office of Medical Education.
The University award process may be delayed up to thirty days as this award goes through a state approval process.

for software used to facilitate administration of the school's undergraduate and graduate medical education programs. This software will facilitate the transfer of student data through its undergraduate and graduate programs that will enable the School to track comprehensive demographic, educational, and other data for students, residents, and alumni.

The software is required to:

  1. Track patient diagnoses and demographics on web-based forms and PDAs(Palm OS and Pocket PC OS), with web based reporting.
  2. Track procedures performed.
  3. Track duty hours for residents, correlating to ACGME duty hour requirements.
  4. Create, deliver, collect and track 360 degree evaluations.
  5. Track physician languages spoken.
  6. Track licensure status.
  7. Track DEA status.
  8. Track Resident Visa status.
  9. Track immunization reports.
  10. Create hospital residency billing reports (including IRIS v3 interface).
  11. Track resident funding sources.
  12. Track RRC citation and visitation reports.
  13. Track Alumni experience.
  14. Correlate ACGME Competencies to all evaluations and conferences.
  15. Allow for group or individual emailing.
  16. Track curriculum activities and create web-based and PDA calendars at the group and individual level.
  17. Deliver on-line department manuals.
  18. Schedule creation and publication online.
  19. Match evaluation delivery to student/resident schedule.
  20. Track GME and CME conference attendance.
  21. Track student and resident demographics.
  22. Ability to import/export to ERAS and IRIS v3 as allowed by each organization.
  23. Meet HIPAA requirements.
  24. The ability to export data in various formats to local machines for report generation.
  25. The ability to archive and retrieve individual or group student/resident data.
  26. Ability to replicate the entire database on a regular basis for backup purposes.
  27. Track affiliation agreements.
  28. Electronic certification of submitted reports and evaluations from all sources (web-based forms).
  29. Be HIPAA compliant.

The University reserves the right to accept or reject any and all bids or parts thereof. Vendor may expect payment thirty to sixty days after receipt of invoice, unless otherwise stated in the bid/RFP documents. Bidding documents may be obtained by contacting the Purchasing Office. Illinois Department of Human Rights (IDHR) eligibility number is required on all bid proposals.
