This change order is for additional work to be performed by Johnson Controls, Inc., Springfield, IL as follows: 1) old, inadequate control wiring needing replaced for a new variable frequency drive to provide adequate pressurization of the space and better environmental control, 2) a new hardwired safety for each of the three air handlers serving animal holding areas because the old safeties did not permit the air handlers from discharging hot or cold air into an animal holding area and could accidentally cause an animal's distress or death, 3) for work to credit and add work to the air handlers upgrading old style shut off/on sensors and add safety shutoffs in case of high static pressure situations to critical laboratory air handlers, 4) add start/stop capabilities to all of the exhaust fans in 825 N Rutledge, Springfield, IL thus allowing SIU to schedule all fans to be shut off during non-occupied times therefore saving energy by not exhausting conditioned air, 5) provide a new current transformer for start/stop control & system condition status, provide high/low static pressure safeties and temperature and humidity sensors to allow precise, safe, environmental control over the conditions in which animals are housed, 6) replace thirteen airflow measuring stations in 911 N. Rutledge, Springfield, IL which is critical for cancer and other related research. This also allows these fans to run at minimal safe speeds thus saving energy. Many of the changes were discovered as conversion from old control systems took place and revealed missing or different information, or control devices than what was believed to be in place over the years. Conversion to the new Johnson Controls Inc. building automation system is necessary to delete obsolete equipment and automated control system protocols. The above changes have been reviewed by engineering as being necessary to continue the completion of the project and to provide better, up-to-date information for efficient control of the environment in SIU buildings.

R J Power Plumbing & Heating Co. Inc., Springfield, IL discovered that air handler S-6 would not operate the new Phoenix Valves on the supply and return ductwork without installing a return fan, that there were some Phoenix Valves that were missing from the drawings causing some additional modifications to the ductwork to relocate the Phoenix Valves and the exhaust fan EF-6 will not work with new energy saving variable flow exhaust at the hoods. The fan needs to be a centrifugal fan. The Illinois Department of Public Health moved labs requiring the removal of snorkels, Phoenix Valves and ductwork resulting in less exhausted air. The engineering firm reviewed the cost of these changes and determined them to be reasonable.

Project Description
The University needs to rebid a portion of the energy conservation project for temperature control and ventilation measures as shown in the revised drawings and specifications for SIU Project#06027 & KM2#113005. This project is to perform HVAC upgrades for all buildings on the Springfield, Illinois campus.
