This addendum does not need to be signed and returned with your proposal because it does not change the requirements originally stated in the solicitation. This amendment does not change the previously published due date/time.

The Board of Trustees of the University of Illinois, on behalf of the Illinois Public Higher Education Cooperative (hereinafter, â??IPHECâ??) requests proposals from responsible vendors to provide treasury consulting services to the Participating Universities on an â??as neededâ?? basis. The categories requiring consulting services include treasury operations administration, agricultural property services, capital financing, cash management, identification card (faculty/student/staff) credit/debit card processing services (merchant card services), risk management, investment services and tax services.
The initial contract term will commence upon award (on or around July 1, 2013) through June 30, 2016 with the option to renew for three (3) additional two (2) year periods at the same terms and conditions based on satisfactory performance, continuing need and availability of funds.
All questions that pertain to this solicitation must be submitted in written form and submitted to the solicitation contact no later than April 10, 2013 at 5:00 PM Local Time.
Offers must be submitted in three packets as shown below and clearly labeled with the Request for Proposal title, the packet number, the proposerâ??s name and the wording: â??Sealed Offer â?? Do Not Openâ??. Packet 1 shall contain one (1) original and six (6) copies of the Vendorâ??s response to the Specifications/Qualifications/Statement of Work (Section 1) and all other non-pricing related information requested, including but not limited to the Offer Letter and Attachments (except Appendix I). Packet 2 shall ONLY include one (1) original and six (6) copies of the Vendorâ??s Pricing Offer (Section 2). Packet 3 shall ONLY include Vendorâ??s Utilization Plan provided in Appendix I.
