An IPHEC award is being made under 44 Illinois Administrative Code 4.2036 (b) Multiple award, as 1) A multiple award may be made when award to two or more offerors for similar products or services is necessary for adequate delivery or service. 1) VWR International, LLC is designated as the primary recipient of orders. Fisher (secondary awardee) and Sigma-Aldrich (tertiary awardee) may receive orders in the event that a primary vendor is unable to deliver. 2) Proprietary products, not available in like kind from an awarded Respondent, or products required to ensure the integrity or continuity of specific site conditions, research, clinical diagnostics, applications, may be excluded from this award. All amounts listed are also estimated based on historical spend.
The State Purchasing Officer for this procurement is now Gary Reis.
The University award process may be delayed up to thirty days as this award goes through a state approval process.

The IPHEC is publishing the pdf document "1SLE1501Amendment1R"to the Bulletin to amend the solicitation document and address questions received from potential respondents to this solicitation. The published amendment document must be read, signed, completed and returned along with your technical proposal. Failure to submit the signed amendment with your proposal may result in finding your proposal as "not responsive". This amendment also has three (3) clarifications which include 1. changes the amount of copies and USB/CD's that need to be submitted. 2. A copy of the BEP utilization document has now been attached to the bulletin 3. Clarification of 6.3.1 Prompt Payment Discount. This amendment does not change the previously modified and published due date/time of August 13, 2015 at 3:00 P.M. PLEASE REVIEW 1SLE1501AMENDMENT1R FOR THE REVISED DOCUMENT.

The Illinois Higher Education Cooperative (IPHEC) is seeking proposals from multiple qualified firms to provide full catalog access for unique and essential specialized science products, equipment, software, and services along with general commodity items on an "as needed" basis. A "Multiple Award" is anticipated.
The initial award will commence upon award acceptance (on or around October 23, 2015) for a five year period ending June 30, 2020. There will be an option to renew for one (1) additional three (3) year renewal period under the same terms and conditions, based on continuing need, satisfactory performance, and availability of funds, and at the sole discretion of the IPHEC, for a total of eight years.
Respondent Questions / IPHEC Responses: All questions or concerns regarding this solicitation document, including specifications and requirements, must be in written form and submitted to the solicitation contact no later than Wednesday, July 15, 2015. If there are questions received from the Respondent's firm, then the IPHEC responses will be added as an addendum to the original solicitation, and posted to the Illinois Public Higher Education Procurement Bulletin. Only these written responses to questions shall be binding on the IPHEC participating Universities. Respondents are responsible for monitoring the Bulletin for addenda and other updates.
There are three documents that are part of this soliciation which include the Request for Proposal word document 1SLE1501 Science Products RFP.docx,1SLE1501PriceOffer.xlsx which contains four spreadsheets with tabs for instruction, Market Basket, Category Discounts, and a Services List which all need to be completed. The third document is a SampleParticipatingUnversityContracts.pdf. This file contains the contract templates for the IPHEC Participating Universities who require a contract.
The Requirements for submission of Responses is detailed in section 1.6.3 of the solicitation document. The Respondent must follow the instructions in this section when submitting their proposal offer. There will be 5 separately sealed packets. Packet 1 will contain the Technical Proposal, the offer letter, Sections 4,5,8,9 and 10. The IPHEC evaluation team will need one (1) original; Ten (10) hard copies, and one (1) CD or USB of the technical offer. Packet 2 will contain section 6 - the Price offer propposal with one (1) original and one (1) copy with one CD or USB of the price offer; Packet 3 will contain the certifications and disclosures found in section 11 with one (1) original, one (1) copy and one (1) USB containing the certifications and disclosures; Packet 4 is for any redacted copies if requesting confidential treatment of proposal, with one (1) original, one (1) copy and one (1) USB or CD for just the redacted copy; the final packet - Packet 5 is for the Utilization Plan (BEP) with one (1) original, one (1) copy, and one (1) USB or CD with just the Utilization Plan. These packets make up your offer to the IPHEC.
The original opening date of July 30, 2015 at 3:00 P.M. local time has been extended to August 13, 2015 at 3:00 P.M. local time. All Respondent questions that were due on Thursday, July 10,2105 are now due on Wednesday, July 15,2015 by 5:00 P.M. local time.

The University reserves the right to accept or reject any and all responses or parts thereof. Vendor may expect payment thirty to sixty days after receipt of invoice, unless otherwise stated in the bid documents. This procurement may be contingent on Board of Trustees approval. Illinois Department of Human Rights (IDHR) eligibility number is required on all proposals, if applicable. There is a BEP goal for this procurement. See solicitation documentation for details.
