The University awarded a contract for OpenAthens Authentication Services to EBSCO Industries, Inc. d/b/a EBSCO Information Services, Ipswich, MA, for an estimated $1,693,687.
The Consortia of Academic and Research Libraries (CARLI) at the University of Illinois has a need to purchase OpenAthens, an authentication service which integrates with Alma (CARLI's new cloud-hosted library management system). Using OpenAthens, library users can authenticate their status and gain access to Alma's resources either by using a computer whose Internet Protocol (IP) address shows that it is located onsite at a subscribing institution, or by logging in with a user name and password. CARLI's Member Institutions who do not have OpenAthens as their authentication system would not have access to CARLI?s e-resources through Alma/Primo VE
CARLI and the University, on information and belief, has concluded that only one vendor can meet its need or can meet the need economically. That vendor is EBSCO Industries, Inc. d/b/a EBSCO Information Services. CARLI and the University has provided a detailed justification to support its conclusion as shown on the attached Sole Source Justification Form.
Although the University has presented this as a sole source procurement, we are seeking competitive information from firms with the capability of meeting the University?s need (even if performed in a manner different from what has been presented) to contact us and provide sufficient information to show the need can be met. If we receive that information, the Chief Procurement Officer will offer a public hearing to consider the matter. Hearing information is described below.
The University has determined that this purchase is only economically available from this source because the procurement is software license, upgrade or maintenance. See sole source justification attached for additional information.
