The University awarded a contract for Course resource list solution for Alma - Leganto to Ex Libris USA, Inc., Des Plaines, IL, for an estimated $2,550,000.
Alma, provides the software infrastructure for the library management and sharing service that the Consortia of Academic and Research Libraries in Illinois (CARLI) calls I-Share. I-Share is currently used by 91 research and higher education institutions in Illinois including the three Universities of Illinois.
Academic institutions often use their LMS to disseminate course reading lists and the resources associated with them. The main purpose of a dedicated reading-list solution is to enable institutional stakeholders to create, maintain, and use reading lists. Leganto, the Ex Libris resource list management system, makes it possible to create, access, and manage course resource lists. Instructors can build, maintain, and share resource lists that include all material types, librarians can provide resources more efficiently and scale up to support more courses, and students can access all course materials in one place and from any device.
The University, on information and belief, has concluded that only one vendor can meet its need or can meet the need economically. That vendor is Ex Libris USA, Inc. The University has provided detailed justification to support its conclusion as shown on the attached Sole Source Justification Form.
Although the University has presented this as a sole source procurement, we are seeking competitive information from firms with the capability of meeting the University's need (even if performed in a manner different from what has been presented) to contact us and provide sufficient information to show the need can be met. If we receive that information, the Chief Procurement Officer will offer a public hearing to consider the matter. Hearing information is described below.
The University has determined that this purchase is only economically available from this source because the procurement is software license, upgrade or maintenance. Leganto is the only known service that is authorized by Ex Libris to be added on to Alma to provide the required functionality as further described in the Sole Source Justification Form attached to this notice.
