Announcement of a Sole Source Purchase

Change Order Amount: $200,000

The demand for animal acquisitions for the remaining sole source 1021MNK term was unpredicatble and now a request to increase the award amount by an additional $ 200,000 for the remainder of the term is needed.

As stated in Administrative Rules 4.2055(g) (2), this contract is an indefinite quantity contract for research animal acquisitions. Research unpredictable needs have resulted in this change order request.

Research orders for beagles and Gottingen mini-pigs from only Marshall Farms is needed. Due to Marshall Farms biological assays can be greatly impacted by the genetic make-up of the animal used in testing. Marshalls maintains a closed colony of beagles and much of UIC's data has been obtained using beagles but beagles from Marshall Farms.

Marshall Farms is also the only resource for Gottingen mini-pigs in North America. Gottingen mini-pigs are a genetically coherent breed of pig that has been shown to possess a wide range of anatomical and physiological characteristics to accurately model many human diseases.

The University awarded a contract for various puprose bred animals for research to Marshall Farms Group Ltd., North Rose, NY, for an estimated $300,000.
Provide estimated quantities of animals for research and training including dogs, and pigs of different sex, weight and special requirements to be specified at the time of order, to be purchased during the period beginning July 1, 2011 through June 30, 2014 with option to renew for one additional two-year period at the same price, terms and conditions. All renewals are subject to continuing need, availability of funds, and satisfactory performance.
The University has determined that this purchase is only economically available from this source because the purchase is for research animals that must be of specified species, sex, weight and age in order to accommodate research protocols. These animals must often be purchased from the same vendor in order to assure consistency and validity of data.

We will hold a public hearing at the date, time and location specified below, if we receive a request to testify regarding the sole source determination. We will also hold a hearing if any vendor submits a signed statement showing the capability to provide the stated supplies/services at or below the amount indicated.

The public hearing allows any interested party the opportunity to testify for or against the sole source determination as described in this notice. The purpose of the hearing is to receive information from the public in a reasonable manner. Formal rules of evidence will not apply. The hearing officer will produce minutes of the hearing and may record it in order to aid in the production of the minutes. After conclusion of the hearing we will decide whether the sole source determination was appropriate.

We must receive any request to testify and any vendor statement no later than the registration date and time indicated below. If we do not receive a timely request or statement, we will not hold the hearing. We reserve the right to cancel the procurement prior to any scheduled hearing.
