The University (Library) and vendor negotiated the services below the $ 20,000 threshold. Consequently, the sole source was cancelled.
The State Purchasing Officer for this procurement is now Shirley Webb.

The University intends to award a contract for conservation and preservation services to Graphic Conservation Company, Chicago, IL, for an estimated $28,850.
This purchase is for conservation and preservation of various books, journals, artwork, and other paper artifacts that will be used in a scheduled symposium and exhibit entitled "Slavery and Its Aftermath in the Atlantic World."
This purchase is only economically available from a single source because the project cannot be split between vendors. The Library only recently received the needed funding specifically designated for the symposium and exhibit. Nationwide, Library Specialty Conservationists are few in number and are even more scarce in the state and immediate UIC area. Typically these vendors require up to a year of lead time to properly preserve materials. This request is far more urgent and even with an uncomfortably short time timeline this vendor has agreed and is able to commit to this project at fair market value in approximately four months and without additional cost to the University. Additionally, the vendor is also well within the Library Administration's proximity comfort zone.

The purpose of the hearing is to receive information from the public in a reasonable manner. Formal rules of evidence will not apply. The hearing panel will produce minutes of the hearing and may record it in order to aid in the production of the minutes. Interested parties wishing to comment for or against the determination may do so in writing or in person. If you wish to testify, prior registration is requested to ensure adequate time is allowed for all parties.

Written comments may be submitted in lieu of or in addition to oral testimony. All such comments shall be considered public record and open to review by the public. Written comments must be received no later than June 26, 2012.

Any party who wishes to testify must register in advance to guarantee an opportunity to testify. Individuals who have not registered in advance may be heard, time permitting, at the discretion of the Hearing Officer. An individual will be heard only once on a particular item.

Proceedings from the meeting will be available for download following the hearing date.

This transaction is subject to the State Board of Elections registration and certification requirements of Public Act 095-0971.
