The University awarded a contract for purchase of primates, dogs and rabbits-research. to Harlan Laboratories, Indianapolis, IN, for an estimated $900,000.
Continuation of purchase from Harlan Labs of primates, dogs and rabbits with genetic guarantee for ongoing research. Harlan Labs has a wide range of available purpose bred research primates, dogs and rabbits. There are two key quality assurance concepts considered when purchasing animals. These include genetic guarantee and health status as both of these qualities can have detrimental effects on research. The vendor guarantees to provide a genetically standardized research model. Facilities are fully accredited by the Association for Assessment and Accreditation of Laboratory Animal Care International (AAALACi) and are overseen by attending staff veterinarians and AALAS-certified technicians. Moreover, facilities are Office of Laboratory Welfare Assured, United States Department of Agriculture Breeder Licensed, and , United States Department of Agriculture Research Registered.
Harlan Labs is one of the world's largest providers of primates, dogs and rabbits and assures consistency between experimental subjects. industry. Harlan Labs has a preventative health program in place to assure the integrity of quality research animals. Animals are raised in AAALAC, International accredited barrier buildings using a breeding and pedigree database that enables them to track each breeder animal individually. Socialization and behavioral programs include multiple physical exams, preventative care measures, acclimation to procedures, and acclimation to shipping containers. Online biological testing records are available for animal microbial status.
The University has determined that this purchase is only economically available from this source because the
items are needed for trial use or testing.

We will hold a public hearing at the date, time and location specified below, if we
receive a request to testify regarding the sole source determination. We will also
hold a hearing if any vendor submits a signed statement showing the capability to
provide the stated supplies/services at or below the amount indicated.
The public hearing allows any interested party the opportunity to testify for or against
the sole source determination as described in this notice. The purpose of the hearing
is to receive information from the public in a reasonable manner. Formal rules of evidence
will not apply. The hearing officer will produce minutes of the hearing and may record
it in order to aid in the production of the minutes. After conclusion of the hearing we
will decide whether the sole source determination was appropriate.
We must receive any request to testify and any vendor statement no later than the
registration date and time indicated below. If we do not receive a timely request or statement, we will not hold
the hearing. We reserve the right to cancel the procurement prior to any scheduled hearing.
