The University awarded a contract for NIH grant related study of patient's Research to OSF Saint Francis Medical Center, Peoria, IL, for an estimated $85,000.
Continual NIH grant related study of patient's Research Coordination Services by OSF Saint Francis Medical Center. The University's Dept of Medicine is primarily housed in the OSF Saint Francis Medical Center, a part of the OSF Healthcare System. The Department must comply with regulations and policies of our partner hospital in the conduction of all patient-related operations. OSF Research Investigation Dept is the internal research service available to OSF Medical Center. Having OSF Research Investigation Dept handle sensitive patient medical files of our subjects is not objectionable to OSF Medical Center because this arrangement facilitates the highest level of compliance with internal regulations and poses less implied liability risk than using an outside vendor. Also, the OSF Healthcare System is the only local medical organization in the area utilizing the EPIC Electronic Medical Record system. The level of proficiency with the EPIC system that research coordinators within the OSF Clinical Investigation Department possess enables more efficient gathering of data and will allow the Department to adhere to the NIH approved timeframe of the study.
The University has determined that this purchase is only economically available from this source because the
certain aspects of the Medtable Electronic Medical Record (EMR) study require the handling of confidential patient information and the use of the electronic medical record utilized by our hospital partner OSF Saint Francis Medical Center. The OSF Clinical Investigation Dept (vendor) is on-site and internal to OSF Medical Center. This logistical set-up allows for a more efficient & effective execution of the study.

We will hold a public hearing at the date, time and location specified below, if we
receive a request to testify regarding the sole source determination. We will also
hold a hearing if any vendor submits a signed statement showing the capability to
provide the stated supplies/services at or below the amount indicated.
The public hearing allows any interested party the opportunity to testify for or against
the sole source determination as described in this notice. The purpose of the hearing
is to receive information from the public in a reasonable manner. Formal rules of evidence
will not apply. The hearing officer will produce minutes of the hearing and may record
it in order to aid in the production of the minutes. After conclusion of the hearing we
will decide whether the sole source determination was appropriate.
We must receive any request to testify and any vendor statement no later than the
registration date and time indicated below. If we do not receive a timely request or statement, we will not hold
the hearing. We reserve the right to cancel the procurement prior to any scheduled hearing.
