The University awarded a contract for Los Gatos Carbonyl Sulfide Analyzer to Los Gatos Research Inc., Mountain View, CA, for an estimated $105,550.
Purchase of the Los Gatos Carbonyl Sulfide Analyzer (CSA) so that Dr. Berkelhammer, transferring from Colorado University to University of Illinois at Chicago (UIC) can continue research with this unique patented instrument. Only the Los Gatos CSA can make high temporal resolution measurements of carbonyl sulfide, carbon monoxide, carbon dioxide and water vapor for the purposes of studying the exchange of carbon between the land surface and atmosphere. Ongoing research is dependent upon utilization of this instrument and the pertinent test research results for consistency and comparability. Dr. Berkelhammer has been and will continue to be a collaborator with the Department of Energy GoAmazon project. Although this grant's Principal Investigator is Dr. Paulo Artaxo at the University Sao Paulo, the collaboration utilizing the Los Gatos CSA instrument by Dr. Berkelhammer will continue. Dr. Berkelhammer will be using the CSA for various field campaigns for research. For example, Dr. Berkelhammer has been invited to deploy this instrument on a German ice breaker that will be doing research in the Arctic Circle during the summer of 2014 . In addition this instrument will be used for student training and operation in the UIC laboratory. Dr. Berkelhammer has specific experience with this instrument and can therefore be immediately effective in training students to operate it and do successful research.
The University has determined that this purchase is only economically available from this source because the item or service is copyrighted or patented and is not available except from the holder of the copyright or patent.

We will hold a public hearing at the date, time and location specified below, if we receive a request to testify regarding the sole source determination. We will also hold a hearing if any vendor submits a signed statement showing the capability to provide the stated supplies/services at or below the amount indicated.

The public hearing allows any interested party the opportunity to testify for or against the sole source determination as described in this notice. The purpose of the hearing is to receive information from the public in a reasonable manner. Formal rules of evidence will not apply. The hearing officer will produce minutes of the hearing and may record it in order to aid in the production of the minutes. After conclusion of the hearing we will decide whether the sole source determination was appropriate.

We must receive any request to testify and any vendor statement no later than the registration date and time indicated below. If we do not receive a timely request or statement, we will not hold the hearing. We reserve the right to cancel the procurement prior to any scheduled hearing.
