The University awarded a contract for Elsevier information technology system to Elsevier Inc. (formerly Collexis Holdings Inc.), Columbia, SC, for an estimated $255,928.
Elsevier has the only technology platform to automatically generate, maintain, QA, and update concept-driven expert profiles from document databases. It is also the only company with application environments to exploit such an approach in research networks. The company provides a variety of solutions and associated business offerings, which are unfortunately not offered by any other vendor at this time and are unlikely to be offered in the near future.

Elsevier has a patented approach and proprietary technology for data mining from research consortia databases. Elsevier has the only technology platform to generate, maintain and update concept driven expert profiles from document databases. Elsevier has the only application to manipulate some of the needed research networks.

Elsevier also has a module that maps all University of Illinois at Chicago faculty and researchers by area of expertise and publications authored by UIC faculty and researchers. In other words, for a specific application there are three different views. 1 Faculty/Researcher can see all of their own data 2.Faculty/Researcher can see all of the data from any Pure Experts client participating in the Community �?? currently includes 59 and participating institutions with over 116,000 user profiles and 3.5M publications. This is unique and not available from any other solution provider. 3.Faculty/Researcher can see basic data on all researchers globally through a direct connection with www.BiomedExperts.com - which includes free access to a database of roughly 2 million biomedical researchers. This is unique and not offered by any other program and also has significant intrinsic value to any client who is seeking for expanded grant collaboration as a client benefit.

Elsevier's most important benefit of the inter-�??related data model is the reporting opportunities: Because of the many rich inter-�??relations, it was possible for Elsevier to build a reporting engine for Pure, which allows users to report on anything in Pure using virtually anything as criteria. An example could be: List all publications from a specific department that were published in an internal journal with an annual citation average higher than 10 that came from research projects funded by a specific funder and with industry collaboration. For each result record, display publication title, internal authors, departments, citations, the journal title and ISSN, and names and countries of international partners. Pure�??s data model (see Table 1) and reporting capabilities will support universities�?? business needs. The strength of a research information system like Pure comes to a large extent from its relations: The underlying data model must meticulously represent all thinkable relations between the content that is represented in it. Only when that has been done will the system be able to deliver on the promise of full support of the university�??s reporting needs.
The University has determined that this purchase is only economically available from this source because the item or service is copyrighted or patented and is not available except from the holder of the copyright or patent.

We will hold a public hearing at the date, time and location specified below, if we receive a request to testify regarding the sole source determination. We will also hold a hearing if any vendor submits a signed statement showing the capability to provide the stated supplies/services at or below the amount indicated.

The public hearing allows any interested party the opportunity to testify for or against the sole source determination as described in this notice. The purpose of the hearing is to receive information from the public in a reasonable manner. Formal rules of evidence will not apply. The hearing officer will produce minutes of the hearing and may record it in order to aid in the production of the minutes. After conclusion of the hearing we will decide whether the sole source determination was appropriate.

We must receive any request to testify and any vendor statement no later than the registration date and time indicated below. If we do not receive a timely request or statement, we will not hold the hearing. We reserve the right to cancel the procurement prior to any scheduled hearing.
